9. Appendix F - Economic Impact Assessment
‒ Residential activities located above or behind non-residential activities; and
‒ An appropriate range of community activities and support service.
iv. Figure 1.3 also illustrates with zoning of various precincts within the Noosa Business Centre, based on
the Draft Plan. Key points to note are as follows:
‒ 5A Small-Scale Business Precinct: The Noosa Marketplace site is located within this precinct.
Permitted business activities include; food and drink outlet, service industry uses, offices, shops
and veterinary services provided that the gross floor area of any tenancy does not exceed 150
sq.m;
‒ 5B Business Park Precinct: on the eastern, southern and western edges of the Noosa
Business Centre. Currently, only the western edge of the precinct has been developed;
‒ 5C Showroom Precinct: comprising the Noosa Civic Emporium precinct. Permitted uses
include; garden centre, hardware and trade supplies if the gross floor area is larger than 400
sq.m. The total retail showroom floorspace in the precinct is limited to 7,700 sq.m.
‒ 5D Retail Precinct: comprising the Noosa Civic shopping centre precinct. Retail floorspace in
this precinct is limited to 24,000 sq.m;
‒ 5E Village Mixed-Use Precinct: located on the eastern edge of the Noosa Business Centre,
adjacent to Walter Hay Drive and is yet to be developed;
‒ 5F High Density Residential Precinct: located on the eastern edge of the Noosa Business
Centre, adjacent to Walter Hay Drive (south of the 5E Village Mixed-Use precinct) and is also
yet to be developed.
v. It is noted that the Noosa Civic Emporium precinct is already at capacity in terms of the floorspace cap.
Given that large format uses are only permitted under the 5C zoning, there is currently no other
appropriately zone land within the Noosa Business Centre which can be developed for these uses.
vi. The proposed development would reinforce the role of the new set business Centre is a major activity
centre within the centres hierarchy. The proposed development would not adversely affect the role and
function of other designated centres within the region. Further commentary on the suitability of uses is
included in the Town Planning report accompanying this application.
