4   DEVELOPMENT APPLICATION FOR PRELIMINARY APPROVAL FOR BUILDING
    WORKS ALTERATIONS AND ADDITIONS TO A DETACHED HOUSE PBA14/0011
    SITUATED AT 46 NAIRANA REST, NOOSA HEADS
    That Council note the report by the Planning Technical Officer to the Planning &
    Organisation Committee Meeting dated 22 July 2014 regarding Application No.
    PBA14/0011 a Preliminary Approval for Building Works Assessable against the Planning
    Scheme for alterations and additions to a detached house and refuse the application on the
    following grounds:
    1.    The proposed building does not present as low rise and is of a height that is not
          consistent with the predominant height of surrounding buildings in the area.
    2.    The proposed building height and reduced side setback is likely to adversely impact
          on the amenity of the adjoining property and be imposing and dominate this property.
    3.    The proposed building height is not warranted by the site’s topography having a
          relatively moderate slope nor does the proposal step down the slope.
    4.    The proposed development is contrary to the Building Works Code and The Noosa
          Plan and there are insufficient grounds to justify the conflict.


5   PLANNING & ENVIRONMENT COURT APPEAL D94/2014 EXTENSION TO RELEVANT
    PERIOD FOR MULTIPLE DWELLING (26 DWELLING UNITS) & ACCOMMODATION
    BUILDING (12 ACCOMMODATION UNITS) 132003.221199.3 SITUATED AT 27
    ATTUNGA HEIGHTS, NOOSA HEADS
    That Council note the report by the Planning & Environment, Manager to the Planning &
    Organisation Committee Meeting dated 22 July 2014 regarding Planning & Environment
    Court Appeal D94/2014 for the Attunga Heights development and agree to defend the
    appeal.

6   REVIEW OF INSTRUMENTS OF DELEGATIONS PLANNING & DEVELOPMENT
    That Council note the report by the Project Officer Governance and Planning &
    Environment Manager to the Planning and Organisation Committee dated 22 July2014 and
    A.   Rescind existing Delegation of Authority - Integrated Planning; and
    B.   Delegate to the Chief Executive Officer pursuant to section 257 of the Local
         Government Act 2009 all powers referred to in Attachment 1.


7   GENERAL COST RECOVERY AND COMMERCIAL FEES AND CHARGES 14-15
    AMENDMENTS
    That Council note the report by the Financial Accountant to the Planning & Organisation
    Committee Meeting dated 22 July 2014 and adopt the additional General Cost Recovery
    and Commercial Fees and Charges as detailed in Attachment 1 (as tabled at the meeting
    with amendments).



8   FINANCIAL PERFORMANCE REPORT JUNE 2014
    That Council note the report by the Manager Financial Services to the Planning &
    Organisation Committee Meeting dated 22 July 2014 regarding the financial performance
    report for June 2014.
