Finance
Council requires formal tenure arrangements to ensure that effective asset management
arrangements and group obligations are documented including ongoing maintenance of
buildings and facilities in line with asset management plans.

Risks & Opportunities
Security of tenure is often a requirement of government agencies (including Council) operating
grant programs that community organisations access. Groups may potentially be overlooked
for funding opportunities for projects and programs which improve facilities and build
community capacity if secure tenure arrangements are not in place.
