5.   Project Timeline

Initially, the project was planned to be delivered through to December 2021 with the kiosks to
be launched in Sept/Oct 2021 and the new vehicle to be launched in December 2021. Due to
COVID and supplier delays, the kiosks will now be launched in July/August 2022 and the new
vehicle in late 2022.

That Council note the report by the Acting Manager of Libraries and Galleries to the Services
& Organisation Committee Meeting dated 9 February and
A. Endorse Option 3, the Community Outreach Library Service, as the replacement model
   for the current Mobile Library service;
B. Request the CEO to undertake the necessary procurement processes to implement
   Option 3 within the capital works budget allocation; and
C. Refer the operating budget to the 2021/22 budget process.

Finance
$700,000 is allocated in the Capital Works 2021/2022 program to fund the Mobile Library
replacement project. Market research and detailed project scoping estimated a total capital
project budget of approximately $630,000 would be required for the new hybrid outreach
model which covers the new vehicle, two library kiosks, infrastructure adjustments for the
kiosks, utilities, signage, and other ancillary project costs.
