Bushfire Hazard Assessment & Management Plan v2 - 30 Pottery St Pomona 2021
Bushfire Hazard Assessment & Management Plan v2 NCES REF: J000864 Lot 496 on MCH591 – 30 Pottery St, Pomona 1 INTRODUCTION 1.1 Background This Bushfire Hazard Assessment and Management Plan has been prepared to assess and manage the degree of potential bushfire hazard and associated risk acting on Lot 496 on MCH591, located at 30 Pottery Street, Pomona (referenced hereafter as ‘the site’). The site is the subject of a Reconfiguration of a Lot development application which has been submitted to Noosa Council under the superseded Noosa Plan (Council Reference RAL19/0014). This assessment has been prepared to respond to Item 6 of the Information Request issued by Council on 13 March 2020, and this version has been updated to include recommendations by Councils Bushfire Specialist. 1.2 State Planning Policy Bushfire Intensity Overlay Map The site is mapped under the State Planning Policy (SPP) (refer to Plate 1) as containing the following Potential Bushfire Intensity area: • High Potential Bushfire Intensity area in the north-west corner; • Medium Potential Bushfire Intensity area across the majority of the site; and • Potential Impact Buffer in the north-east and south-east corners. Plate 1 – SPP Bushfire Intensity Mapping Overlay Under Chapter 2, Part 1, Section 8, Item 4(a) of the Planning Act 2016, where there is an inconsistency between a State planning policy and local government planning instrument, a State planning policy applies instead of a regional plan or local planning instrument. Therefore, in this instance, the SPP Bushfire Prone Areas mapping prevails with respect to the currency of the assigned risk classes and the trigger for assessment under Council’s Natural Hazards Overlay Code. 1.3 Development Proposal The applicant is seeking to subdivide the existing allotment into eight new allotments (Stage 1), with a future additional two allotments also proposed (Stage 2). The majority of the new allotments will be approximately 0.1ha, with Lot 8 significantly larger due to the proposed retention of native bushland within a conservation covenant. The eastern site extent will be cleared to accommodate the proposed residential allotments. The Plan of Development is included as Appendix 1. © 2021 4
