SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 APRIL 2017
COUNCIL POLICY - Garden Waste Recycling Service
For clarification owners may request:
¢ more than 1 x 240 litre garden waste bin; or
e more than 1 x 360 litre garden waste bin.
6 SERVICE FREQUENCY AND BIN PRESENTATION
Garden waste recycling bins will be serviced fortnightly on the normal general waste collection day
but on the opposite fortnight to the yellow lidded recycling bin service.
Garden waste recycling bins must be presented at the kerb by 6am on service day, placed adjacent
to the general waste bin, but spaced more than 500mm apart.
The contents of the bin will be emptied into a garden waste collection vehicle and transported to the
Resource Recovery Facility at Eumundi Road where the garden waste will be processed for reuse.
7 SERVICE EXEMPTIONS
The owner of premises within the defined garden waste service area may apply for an exemption
from the garden waste recycling service where they meet the following criteria:
e the owner engages a service provider to perform a gardening service at premises to either mulch
or remove all garden waste to the resource recovery facility or to another location for an approved
reuse of the resource; and
e the service provider supplies a written undertaking that achieves compliance with the exemption
criteria mentioned in this section.
8 TERMINATION OF EXEMPTIONS IN THE GARDEN WASTE SERVICE AREA
Where a service provider ceases to provide a regular service for the removal of garden waste the
owner must request a Council garden waste recycling service be provided if the property was
previously exempted from a service.
Waste Collection vehicles are fitted with cameras that view the contents of general waste bins when
they are emptied into the collection vehicle.
Where Council Officers identify garden waste in the general waste bin of an exempted premise the
Council will cancel the exemption.
9 CONTENTS OF THE BIN
9.1 Contamination of Garden Waste Recycling Bins
Where the owner or occupier of premises with a garden waste recycling service contaminates the
contents of a garden waste bin with ‘excluded waste’ or ‘prohibited waste’, Council may remove the
bin from service to protect the integrity of the green waste material for future reuse. Where a bin is
removed from service no refund of the fees paid for the service will be made and the service charge
will continue.
The service will only be reinstated if the owner or occupier can assure Council that the future
provision of the service will not result in contamination of the bin with excluded material.
9.2 Raw fruit and vegetable waste
A fortnightly garden waste collection service is unsuitable for the disposal of all waste food products
due to the potential for odour nuisance, fly breeding, and attraction for vermin.
