SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 APRIL 2017
COUNCIL POLICY - Garden Waste Recycling Service
Following successful trialling of the addition of a very limited range of fruit and vegetable waste to
existing garden waste recycling bins, Council has decided to allow the inclusion of a limited range of
raw fruit and vegetable waste to the garden waste recycling bin to increase the diversion of organic
waste from landfill.
9.3. Examples of approved fruit and vegetable waste
The range of fruit and vegetable waste is strictly limited to raw fruit and vegetables, peelings and
uncooked vegetable waste. For example — lettuce and cabbage leaves, carrot tops, potato peels,
uncooked fruit and vegetables.
10 PREVENTING NUISANCE
Owners and occupiers are responsible for ensuring ‘prohibited food waste’ is not placed into the
garden waste recycling bin to create a nuisance.
Fruit and vegetable waste can be wrapped in paper before disposal, or refrigerated/frozen and
placed into the bin the night before collection.
11 PROHIBITED FOOD WASTE
Cooked or uncooked meat or other food, dairy products, liquids or semi liquid waste, food in plastic
bags or plastic containers and other material that would cause an odour or nuisance during the two
week storage period between collection services.
12 EDUCATION PROGRAM FOR GARDEN WASTE
Council recognises the need for a comprehensive education and information program to accompany
the new standard 3 bin service so that the community is well informed on the purpose of the standard
3 bin service and the correct use of the garden waste recycling bin.
13. ROLES AND RESPONSIBILITIES
The Waste Management Section is responsible for the provision of the service.
The waste collection contractor is responsible for the delivery and servicing of garden waste
recycling bins at the owner’s property.
Council’s customer service staff will receive and answer inquiries and complaints about the service
where possible or refer the inquiry to the Waste Management Section.
14 DEFINITIONS
Defined garden waste service area means the area defined by Council resolution where Council
has agreed to provide a standard 3 bin waste collection service to single domestic dwellings and
duplexes.
The area is broadly identified as the urbanised areas of coastal and hinterland townships (excluding
Kin Kin) and also excludes the majority of the Noosa rural area.
The area is clearly defined on 10 maps attached to this policy which are extracted from the Waste
Management Contract as defined in “SCHEDULE 1, 10 Maps detailing the external boundaries of
Township Areas’.
Excluded waste means dirt, soil, gravel, concrete, plastic or plastic bags, plastic garden pots and
any other material that would contaminate the contents of the garden waste recycling bin and prevent
its marketability for reuse after processing into mulch or compost.
