EXECUTIVE SUMMARY

RECOMMENDATION
That Council note the report by the Manager Waste and Environmental Health to the Services &
Organisation Committee Meeting dated 11 April 2017 and:
A. Agree to call tenders for a licence to occupy land at the Resource Recovery Centre, Eumundi
Road, Doonan for the purpose of ‘diversion and sale of reusable items’;
B. Limit tenders to be invited from Not for Profit organisations or Social Enterprises only;
C. Agree to the conditions outlined in the report to be included in the licence; and
D. Authorise the Manager Waste and Environmental Health to extend the agreement with
Noosa Community Training Inc. on a month to month basis to provide sufficient time to
implement the new arrangement.
REPORT
1. Background
Noosa Community Training Centre Inc. trading as Briteside Industries currently hold an Agreement
with Council for the operation of a ‘Tip Shop’ at the Resource Recovery Facility in Eumundi Road,
Doonan which expires on 31 August 2017.
2. Proposed Contract
At Council workshops in February and March, Council discussed the future operation of the tip
shop at Eumundi Road and how it could be improved. There were examples of other similar
operations in Australia that were considered best practice and worthy of implementation.
Councillors considered the best way forward was to clearly specify Council’s aspirations for the
facility and invite tenders from ‘not for profit’ organisations or a social enterprise, including Briteside
Industries as the incumbent occupier of the site.
The time required to implement a new contract by 1 September 2017 may place undue stress on
Noosa Community Training Centre Inc. and prospective tenderers. There may be a need to extend
the current Briteside agreement on a month to month basis to allow for the calling of tenders, tender
negotiations, appointment of a successful contractor and implementation of the new contract. It is
recommended that the Manager be authorised to extend the current agreement on a month to
month basis as required to smoothly transition to a new contract.
