RECOMMENDATION
That Council note the report by the Property Officer to the Services & Organisation Committee
Meeting dated 11 April 2017 and:
A. Set fees and charges for the North Shore Beachfront Campground to align with the cessation
of the July 2018 Queensland school holidays;
B. Adopt the Proposed Commercial Charges Schedule for the Noosa North Shore Beachfront
Campground for the period ending 16 July 2018 as detailed in the tables contained within
the report; and
C. Authorise the Chief Executive Officer to enter into an extension to the current management
agreement with Beachfront Caravan Park Pty Ltd for 10 months commencing 1 August 2017.
REPORT
Proposed Fees and Charges Schedule
Fees and charges for the Noosa North Shore Beachfront Campground are currently set to the end
of the January 2018 Queensland school holidays. Council maintains an advance fees and charges
schedule for all Parks to allow for forward booking of sites by customers. Twice yearly, Council
reviews and amends the fees as required to maintain a forward booking period commensurate with
industry standards. A forward fees and charges schedule has not been maintained for the Noosa
North Shore Beachfront Campground due to the proposed temporary closure of the campground
for redevelopment works originally scheduled to commence in June 2017. This upgrade is now
scheduled to commence following Easter 2018.
A development application for a material change of use (MCU) for the site has been prepared and
will be submitted to Council in April 2017. The need for an application is triggered by an existing
encroachment area to the south of the campground reserve, with an associated application to
extend the reserve already well advanced. Completion of detailed designs for the campground
upgrade will follow receipt of the development approval (expected late 2017) and upgrade works
are expected to commence following Easter 2018.
All Council business activities are required to operate on a full cost pricing basis to ensure the
competitive neutrality principle is complied with. Accordingly, it is proposed that fees and charges
increase by $1.00 to all categories (an average increase of between 2.5% and 3.5%) in line with
inflation (and rounding) as identified in Table 1. Fees and charges identified in Table 2 are
proposed to remain unchanged to remain in alignment with fee levels for the other two holiday
parks.
