Base fee up to 200m² GFA = $4,844.00
Remaining gfa = 73 * 4 = $292.00
= $5,136.00 for the community hall




= $4,844.00 for the chapel (GFA of 276m²)

This results in a combined fee of $27,840.00, however there’s also the multiplier for inconsistent development:




$27,840 * 3 = $83,520.00.

Finally, the applicant, Lutheran Services, are a bona fide religious organisation and are therefore eligible for a 50%
reduction in application fees, bringing the total to:


$83,520.00 / 2 = $41,760.00.

We are of the opinion that this fee is not commensurate to the effort required by Council to assess the application.
The above figure far exceeds what Lutheran Services have paid for other residential care facilities in the Brisbane and
Logan LGAs:

        Zion Aged Care Facility Nundah – (184 bed RCF + Food and Drink Outlet, fee quote issued on 22 May 2018 –
        Council Reference A004848800) had an application fee of $17,967.00, (almost four times the number of beds
        as the proposed development at Cooroy); and
        Trinder Park Aged Care Facility, Woodridge – (144 bed RACF + Food and Drink Outlet, fee quote issued April
        2018 – Council Reference MCUI/13/2018) had an application fee of $3,786.75

It is acknowledged that the proposed development at Cooroy is an exception because of it’s rural location, however,
given the relatively low number of beds proposed and the small GFA of the chapel and community hall components,
we believe a further 50% reduction of the application fee to $20,880.00 is warranted.

Could you please advise whether my assessment of the above fee is correct and whether or not Council would be
willing to support the proposed fee reduction.
