RECOMMENDATION
That Council note the report by the Project Officer to the Services & Organisation Committee
Meeting dated 6 March 2018 and award tender 1718T058 for the Design & Construction of the
Noosaville Library Refurbishment to arete Australia, a division of Kane Constructions, for the lump
sum price of $1,634,586 (excluding GST).

REPORT
This project involves the completion of final design and construction of works associated with the
refurbishment of the Noosaville Library, located off Wallace Drive, Noosaville. It is proposed that
finalisation of the design will commence in March 2018 with construction commencing from April
2018, and completion scheduled for October 2018. During the construction period the library
building will be closed to the public. Temporary library services will be offered throughout this time
from the adjacent Leisure Centre and via a temporary ‘shopfront’ at Noosa Civic.
A number of separate activities that do not form part of this tender are included in the overall
refurbishment project budget – refer to Finance section for further discussion.
1.    Design
Concept designs for the refurbishment were developed and presented to a Council workshop in
July 2017. The refurbishment is based on a needs analysis carried out in 2016 and will improve
functionality and comfort levels of existing spaces for staff and patrons, as well as providing
additional new areas. The new rooms include a large meeting room, a maker’s-space and a
dedicated local studies area. An expanded outdoor area is also incorporated and the general office
area for staff will be reconfigured to improve the layout. Feature joinery and special acoustic ceiling
panels will be a highlight in the main library floor area. There will be a major upgrade to the air-
conditioning system and the installation of new, energy-saving lighting fixtures throughout.
2.    Tender Process
Due to the value of the works being greater than $200,000, Council called a public tender for the
design completion and construction works through the LG Tender Box system in accordance with
the Local Government Act 2009. An open invitation to tender was released via LG Tender Box on
24 November 2017 with advertising in both the Noosa News and Sunshine Coast Daily on 25
November 2017. The tender closed on 11 January 2018. Two (2) conforming tenders were
received.
