SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 MARCH 2018
Risks & Opportunities
Financial risks
Client request for scope changes. This will be mitigated through project management and
limitation of client requested scope variations.
Latent conditions. Typically related to utility services, previous investigations and survey
have mitigated much of this risk.
Variation risks. This has been mitigated through the lump sum construction procurement
method with further investigation through post-tender close clarifications, committing Ri-con
Contractors Pty Ltd firmly to the scope of works.
Customer dissatisfaction leading to lost revenue. This has been mitigated through community
consultation with the directly impacted businesses and event contacts. The construction
schedule for this contract has been purposefully selected to minimise the disruption to
patrons and the public. The works are scheduled to occur after the Noosa Food and Wine
Festival and to coincide with the planned refurbishment of the Netanya Noosa Resort.
After the close of tenders, Council was informed that the resort had elected not to proceed
with the refurbishment in 2018, postponing the refurbishment for 2019. Council officers have
consulted with the resort regarding the loss of direct beach access for a short period during
the boardwalk upgrade. The resort has alternative access to the beach via Hastings Street.
Time risks
Wet weather delays. The timing for construction mitigates these risks by working during the
typically drier months of the year.
Safety risks
Ri-con Contractors Pty Ltd will be appointed as the Principal Contractor and responsible for
the Workplace Health and Safety (WHS) of the construction site. Prior to construction
commencing, WHS, traffic and pedestrian management plans are required to be submitted
to Council for approval. Council will undertake regular audits on contractor compliance with
these approved plans throughout construction.
Scope & Quality risks
The risk of meeting project objectives will be managed via Council staff reviews supported
by specialist consultants who developed the performance specifications.
Resourcing risks & opportunities
Ri-con Contractors Pty Ltd have nominated a highly capable team for this project limiting the
resource risks for this project. Council have engaged an external superintendent and
engineering consultants to further mitigate any risk.
Concurrent works. Ri-con Contractors Pty Ltd have noted in their tender submission that they
have been engaged by the Noosa Heads Surf Lifesavers Club for internal refurbishment of
the building facilities. The timing of these works is from the 26 February 2018 to 30 August
2018. The tender evaluation team have considered this to be an opportunity in the tender
submission, as relevant works staff and subcontractors will already be mobilised and working
in close proximity.
