SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 MARCH 2018
Health and safety;
Environment and sustainability;
Contribution to local economy; and
Price.
The submitted tendered price from Ri-con Contractors Pty Ltd at $444,227 excluding GST
represents a competitive price, together with their demonstrated ability to meet the non-price
criteria of the tender. Ri-con Contractors Pty Ltd demonstrated previous experience with
construction of similar projects, and they are a local Noosa business. In addition, they have the
necessary resources to meet Council’s contractual timeframes for practical completion.
The tender evaluation team considers this total tender submission to be the most advantageous to
Council and presents the best value for the limited amount of public funding.
3. Programme & Next Steps
Pending Council approval, Ri-con Contractors Pty Ltd propose to construct the project within the
contractual timeframes which is between the 21 May 2018 and 3 August 2018. This window of
construction was stipulated by Council for two reasons:
A. To minimise disruption to the patrons of Netanya Noosa Resort by undertaking the works
during their planned renovation; and
B. To avoid the Noosa Food and Wine Festival event which ends on the 20 May 2018.
4. Construction Management & Inspections
Under the construct only delivery model, Council will maintain the overall project management role.
This will be supported by an externally appointed superintendent and specialist architectural and
engineering consultants to administer the contract and progressively inspect the works, ensuring
project deliverables are met.
