Assessment Benchmark 4 of the SPP Bushfire 2019 states that to facilitate safe evacuation during a
bushfire event, a development footprint plan should be located within 60 metres of the street frontage
and sited to enable a route between the development footprint plan and the street frontage with a
gradient that does not exceed of 12.5 percent. The proposed Lot 2 driveway access is approximately 300m
long. The access easement is 10m wide and the driveway would direct occupants through an area of low
hazard vegetation in an easterly direction and away from the likely direction of a fire front to the west of
the site. The site is on low grade and the allotment is of sufficient size to provide adequate turning space
for fire-fighting appliances. Whilst Lot 2 cannot comply with the 60m distance as recommended in
Assessment Benchmark 4 of the SPP, it is considered acceptable in this instance as the driveway is on low
grade and directs occupants through a low hazard area away from the likely direction of a fire front.
