PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 25 MARCH 2014

191 Hollett Rd Development Permit for Reconfiguration of a Lot (52 Lots & Park) approved
Noosaville via Court Order on 5 July 2013 for Planning & Environment Court Appeal
(Lot 53 No.344 of 2009 – John Hoffman vs Sunshine Coast Council and Chief
SP163571) Executive under the Vegetation Management Act. The majority of the
development is located on the western side of Walter Hay Drive, with only
two rural lots and parkland located on the eastern side. The 49 approved
rural residential lots range in size from 4,000m2 to 1.14ha and are not
connected to town water or sewerage.

The approved residential areas partly correspond with Precincts 3 and 4 of
the current application. Access to the development is via Hollet Road, with
no access via Walter Hay Drive.

The approval requires upgrades to Hollett Road and thereby differs notably
from the Noosa on Weyba application, which does not propose to upgrade
Hollett Road to Eumundi Noosa Road west of Precinct 3.

A copy of the approved plan is included as Attachment 6.

The applicant submitted the following composite representation of the existing approvals over the
site:

4.2 Pre-lodgement Meeting
A pre-lodgement meeting was held with the applicant on 25 September 2012 to discuss the
proposal. The applicant was given preliminary advice on the areas of primary concern for
Council’s assessment and the specialist assessment reports that would be needed to accompany
any application. Council’s chairperson for the meeting has confirmed that the applicant was
advised that it appeared there were insufficient grounds in favour of the proposal to overcome the
planning conflicts and the development was unlikely to be supported.
