PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 25 MARCH 2014

 The BDOA ‘Send’ site is heavily vegetated with 91.3% of the 139.5 hectares being covered
by Bushland Habitat (Low to Medium) vegetation.

 The BDOA Agreement could result in an additional 139.5 hectares being transferred to the
State for inclusion into the Noosa National Park, with approximately 98% of the area
constituting Bushland Habitat which is very suited for koala conservation purposes.

 There are no current development approvals or rezoning approvals affecting the BDOA
‘Send’ site that may result in further loss of koala habitat.

 The BDOA ‘Receive’ site which the applicant is seeking to develop and use as an offset in
exchange for the transfer of koala habitat has areas of significant clearing used for small
       scale grazing activity.

 The BDOA ‘Receive’ site has a development approval for rural holiday accommodation
over part of the site consisting of 24 villas, a restaurant, reception building, managers
residence, other ancillary service buildings and outdoor recreation facilities (i.e. including
       tennis courts and swimming pool).

 It is noted that the development application and development approval affecting the BDOA
‘Receive’ site can be progressed by the applicant regardless of whether a BDOA is
declared – i.e. consent has already been granted for the rural holiday accommodation on
Lot 11 which enables the proponent to develop the site without the need to provide koala or
other environmental offsets, particularly to the extent offered by the send site. Similarly the
development application for the reconfiguration of Lot 53 is the subject of an appeal and if
approved by the court would enable the proponent to also develop the site. (N.B: This
       consent has now been approved).

Council planning and environmental officers remain strongly of the view that the BDOA is
inconsistent with the stated purpose of such declarations under the State Planning Policy.

5.2 BDOA Send & Receive Sites
The BDOA declaration identifies the 7 allotments that form the subject site for this development
application. 3 lots comprise the ‘send’ site and 4 lots form the ‘receive’ site. The details are as
follows:

    Send Site Receive Site
Lot Description Area (ha) Lot Description Area (ha)
