PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 25 MARCH 2014
Avoids or minimises development impacts arising from altered stormwater quality and flow by
providing for development and construction activities in accordance with acceptable design
objectives.
The Policy includes a Development Assessment Code that applies to the application. The
submitted stormwater management plan and erosion and sediment control plans meet the
acceptable outcomes of the Code. The requirements of the SPP are, therefore, met by the
application. Notably though, this does not mean that impacts on water quality will not result. In
particular, untreated stormwater release limits for the construction phase are only to SPP
Guidelines and regular sediment runoff during construction is highly likely.
Generally speaking, the SPP is drafted in the context of planned or committed development and
seeks best practice water quality and flow controls accordingly. Significant water quality
concerns are raised in this assessment due to the development’s location in a highly sensitive
environment. Intensive urban activity, such as proposed, is specifically prohibited under the local
planning provisions to avoid impacts on Eenie and Keyser Creeks, Lake Weyba and the Noosa
River System. Further details of the water quality concerns are provided later in this report.
State Planning Policy 1/12: Protection of Queensland’s Strategic Cropping Land.
The site was mapped as containing Strategic Cropping Land under State Planning Policy 1/12
Protection of Queensland’s Strategic Cropping Land. During the application process, the
applicant underwent a State assessment that resulted in the removal of the Strategic Cropping
Land designation for the site. Therefore the SPP no longer applies.
South East Queensland Regional Plan 2009 - 2031
The site is located within the Regional Landscape and Rural Production area of the South East
Queensland Regional Plan. As the proposal is for urban development and subdivision within the
Regional Landscape and Rural Production area, it would normally be prohibited by Regional Plan
provisions. However, as a result of the BDOA declaration for the site, sections 2.1 and 3.1 of the
SEQ Regional Plan Regulatory Provisions do not apply.
The stated purpose of the Regional Plan is to manage growth and change in the most
sustainable way to protect and enhance quality of life in the region. Its strategic and policy
provisions are relevant to the application as it seeks to supplant the provisions of two local
government planning schemes that affect the site to allow for a significant urban development.
The applicant contends that limited future residential land supply within the Noosa/North
Maroochy area is a ground for urban expansion. In particular, it identifies the site’s proximity to
the Noosa Business Centre, which is identified as a Major Activity Centre under the Regional
Plan, as supporting the regional planning intent. However, the Sub-Regional Narrative for the
Sunshine Coast in Part C of the Plan states:
The SEQ Regional Plan estimates that the Sunshine Coast will require 98,000 additional
dwellings by 2031 to accommodate its expected regional growth. These additional dwellings can
be accommodated by developing existing urban-zoned land and the major longterm Regional
Development Areas of Caloundra South and Palmview. The Sunshine Coast’s residential growth
areas will be further planned to create sustainable, balanced and affordable communities. This
planning will ensure that growth occurs in an appropriate sequence and is coordinated with
necessary infrastructure.
