EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Community Development Coordinator to the General
Committee Meeting dated 8 February 2016 and
A. Adopt the updated Community Grants Policy provided at Attachment 1 to the report;
B. Allocate unspent water and sewerage funds from 2015/2016 to pay outstanding water bills
from previous years and implement recommendations from recent hydrology reports
undertaken for eligible not for profit community organisations; and
C. Repeal the current Festive Season Event Grants Policy.
REPORT
Council’s power to issue grants is governed by the Local Government Act 2009 and the Local
Government Regulation 2012. The Community Grants Policy ensures alignment with this
legislation.
In the last quarter of 2015 Council officers undertook a strategic review of the administration of
Noosa Council’s Community Grants program. The objective was to improve the efficiency,
effectiveness, accountability and transparency of the Community Grants program.
The review found that generally the grants program was well received and is a strategic
investment tool assisting the community to meet and respond to Council’s priorities and vision.
The review supported the current strategies of providing funding on a needs basis and Council
officers working to encourage and assist community organisations to identify external funding
where available, rather than simply relying on Council funding.
It identified some administrative issues and lack of clarity regarding the eligibility for Operational
Grant funding and explored options with regard to supporting Community Organisations through
the provision of water rebates and Council covering various types of insurance through its own
policies.
Updated Community Grants Policy
As a result of the 2015 Community Grants review the following changes are proposed to the
current Community Grants Policy:
Section 4
GENERAL COMMITTEE MEETING AGENDA 8 FEBRUARY 2016
Operational Grants – It is proposed that these grants be discontinued.
Community Alliance Grants – This is a new category of funding which will:
o provide financial support for up to 3 years to not-for-profit incorporated community
organisations whose services provide significant benefit to the Noosa community
(beyond their membership);
o demonstrate value for money; and
o closely align with Council’s strategic goals and identified key initiatives.
For the 2016/17 financial year, expressions of interest for this program will be called from
organisations who offer services in any one of the following areas:
o arts and cultural development;
o community development;
o community safety;
o environment;
o heritage.
Water Rebates – This formalises Council’s commitment to fund Unitywater’s fixed water
and sewerage access charges for eligible, not for profit organisations in the Shire. In
addition it will also fund the cost of water consumption for these groups up to a maximum of
$1,000 per annum.
Building Insurance – This is a new category of support whereby Council covers the cost
of building insurance for eligible Community Organisations who have facilities on Council
controlled land. The insurance for these buildings will be incorporated into Council’s Local
Government Mutual Asset Scheme Industrial Special Risks coverage. The cover will only
be provided on the terms offered by the LGM to Queensland Councils and is not negotiable
for individual groups.
The portion of Council’s annual LGM Assets cover attributable to the participating
community organisations will be appropriately identified for internal costing purposes.
Given the significant number and value of Council’s assets already covered by the LGM
Assets Scheme, adding the participating community groups to the scheme will provide
them with suitable coverage at reasonable rate. This will ensure that the relevant assets
are appropriately covered by a reputable insurance scheme and the costs to Council for
arranging this coverage will be reduced. The LGM Assets Scheme has been established
for the purpose of benefiting its Local Government members, which provides a level of
assurance that the cost of coverage is appropriate. This Policy will enable eligible
community organisations to benefit from that advantage.
The Community Project Grants, Regional Arts Development Fund (RADF) and Three
Year Maintenance Grants are retained.
The revised policy has been expanded to include the Festive Season Grants with slightly
revised eligibility criteria such that no commercial businesses can apply. This change
requires the previously adopted Festive Season policy to be repealed.
Implementation
Community Grant Guidelines, including the operational requirements for the application and
distribution of community grants, to ensure compliance with the adopted Policy and relevant
legislative requirements, will be developed by Council staff prior to the next Community Grant
round being advertised.

RECOMMENDATION
That Council note the report by the Manager Financial Services to the General Committee
Meeting dated 8 February 2016 providing the January YTD financial performance report for the
2015/16 financial year.
REPORT
Recurrent Revenue (YTD Benchmark 58%)
Council has received 91% ($79.7 million) of its recurrent revenue budget of $87.5 million as at
the end of January 2016. Based on current projects Council will achieve its budgeted revenue
targets. Commentary on each recurrent revenue type is provided below:
Rates and Levies – $61.4m (102%) of the annual budget of $60.5m has been recorded
following the January issue of rate notices. Whilst general rate revenue is slightly below
forecast levels, waste collection charges received are above budget. The impact of
discounts to be applied to general rate revenue in February will reduce the total rate
revenue collected by approximately $800k.
Fees and Charges – Fees and charges earned ($4.9m) totals 84% of the full year forecast.
Favourable variances exist for cemetery operations, parking, and development related
fees, with adjustments proposed as part of the December quarter budget review.
Interest Received – Currently 4.2% above forecast levels due to higher cash balances than
originally estimated. No adjustments to the year-end forecast have been proposed at this
stage, but will be monitored for possible amendment at the March quarter budget review.
Dividend and Tax – Dividends and the payment of tax equivalent from Unitywater are in
line with budget forecasts.
Other Revenue – areas including waste fees are marginally above budget predictions, with
sale of recyclable materials (particularly scrap metal) currently below forecasts. All
variances will continue to be monitored to determine whether adjustments should be made
as part of the next budget review.
Grants and Subsidies – Overall receipts for operational grants are generally in accordance
with adjustments to the revised budget forecast proposed to account for variances due to
additional funding received not previously recognised.

Recurrent Expenditure (YTD Benchmark 58%)
Operating expenditure is currently 54% of the full year budget forecast. Based on current
expenditure patterns Council will keep its expenditure for the full year within budget. Areas with
current YTD material variances will continue to be monitored to ensure that timing variances are
minimised, and for possible adjustments to be made in the March quarter budget review
(although some items have been addressed as part of the December quarter budget review).
Further commentary appears below.
Employee Costs – Actuals of $15.7m against the YTD budget of $16.3m and equates to
46% of the full year budget. YTD variances can be attributed in part to the capitalisation of
Civil Operations staff salaries (where capital works are being performed in house) as well
as higher rates of capitalisation of planning and design staff costs than budgeted, training
costs underspent compared to YTD budget, and positive YTD variances for the aquatic
centre and Noosa community Support.
Materials and Services – 50% of the full year budget ($19.8m) has been expended
compared to the YTD budget of $22.0m. Variances generally relate to under expenditure in
contract services, maintenance and special levies. As with employee costs, all variances
are subject to ongoing scrutiny.
Finance Costs – generally in accordance with budget.
Depreciation expenses are currently running in accordance with budget forecasts.
Other Expenses – generally in accordance with budget.

Capital Revenue
YTD revenue received includes $2.2 million of developer cash contributions (full year budget $1.6
million), together with $1.9 million received for transport infrastructure capital grant funding.
Adjustments were proposed following the December quarter budget review to account for Council
receiving additional grant funding towards capital works and the higher than anticipated
contributions received from developers.

Capital Works Program
Actual capital expenditure (excluding commitments) is $13.2 million against the current full-year
budget of $32.4 million. It is noted that the program is proposed to increase to $35.6m following
the December quarter budget review, with the most significant variation relating to the $2.8m
purchase of environmental land at Lake Cooroibah (as per Council resolution in November
2015). Committed expenditure totals a further $10.5 million bringing the total of actual and
committed funds to $23.7 million (67.2% of the total program once adjusted to account for the
land purchase). Detailed discussion of progress in the delivery of the capital works program is
provided quarterly to the Infrastructure and Services Committee.
Cash Management and Investment Performance
Council funds are invested in accordance with the adopted Investment Policy. Total cash on
hand as at 31 January 2016 was $59.7 million. The cash balance includes constrained funding
carried forward for capital projects still under construction, plus unspent funds from special rates
and levies.
Council’s investment portfolio is balanced across a number of agencies, as shown in the graph
on the left. The graph on the right shows the current risk profile using industry credit ratings.

GENERAL COMMITTEE MEETING AGENDA 8 FEBRUARY 2016
3 DECEMBER QUARTER BUDGET REVIEW
OCUMENT INFORM AT ION
Author Manager Financial Services, Wayne Jensen
Corporate Services Department
Index ECM/Subject/ 7.09 – 2015/2016 Budget
Attachments 1. Proposed Budget Adjustments – operating and capital
2. Revised Budget Financial Statements
EXECUTIVE SUMMARY
The Local Government Act 2009 and Local Government Regulation 2012 require Council to
undertake regular reviews of the adopted budget to ensure it remains reflective of planned
activities to be funded through the budget period. Consequently, a review of all activities has
been undertaken using income and expenditure figures as at the end of December 2015.
RECOMMENDATION
That Council note the report by the Manager Financial Services to the General Committee
Meeting dated 8 February 2016 and approve the requested changes to the budget for the
2015/16 financial year, as outlined in Attachments 1 and 2 to the Report.
REPORT
Section 170(3) of the Local Government Regulation 2012 allows Council, by resolution, to amend
the budget at any time before the end of the financial year. As such, formal reviews have been
scheduled to be undertaken following the close of each quarter (July to September; October to
December; January to March), using year-to-date figures as the basis for any revised forecasts.
This review also provides an opportunity to take account of any additional information that has
come to light since the adoption of the original budget to ensure the most accurate figures are
included.
The Revised Budget Financial Statements clearly identify statement line items that have been
affected by the proposed adjustments.
Key considerations for any budget adjustments include:
All increases in operating expenditure should be funded. If variances cannot be funded at
the branch or departmental level, then operational savings, determined after collaboration
with other departments, should be identified to ensure no degradation in the overall
operating position for Council.
Proposed reallocation of savings or additional revenue will be confirmed by the leadership
team based on business risk assessment.
The business capacity to deliver the adopted works program should be considered as part
of the evaluation process for all projects.
1. Operating Budget Adjustments
There have been a number of proposed adjustments to the operating budget. Requests for
additional expenditure have not impacted Council’s operating position as they have been funded
with savings in other expenses or through additional revenue, apart from a recent decision of
Council relating to advance funding for the Noosa Biosphere Reserve Foundation Ltd (which is
funded via restricted cash held in the Environment Levy reserve).
Section 24
GENERAL COMMITTEE MEETING AGENDA 8 FEBRUARY 2016
Key elements include:
Fees and charges – minor changes reflect increased activity levels beyond what was
originally proposed for development and building areas.
Grants and subsidies – operating – recognition of additional grant revenue received (offset
by expenditure) for Noosa Community Support, library programs, disaster recovery and
community development.
Other recurrent income – minor adjustments based on actual performance from the second
quarter.
Employee benefits – reallocations between cost centres to move budgets to where
operational activities are occurring; and minor adjustments to forecast based on actual
performance from the first and second quarter.
Materials and services – additional expenditure to reflect grants and Council resolutions
since adoption of the original budget. Significant changes relate to the $360k contribution
for environmental grants through Noosa Biosphere Reserve Foundation Ltd; and $150k for
specialised external assistance to undertake condition assessments for Council buildings
that will inform future asset maintenance and renewal budgets.
2. Capital Works Program Adjustments
There have been a number of adjustments to the capital works program to reflect recent Council
resolutions and variations across different programs. Details for changes to each program are
outlined in the Attachments. The total program has increased to $35.6 million, with the most
significant change being to account for the strategic acquisition of environmental land, which was
subject to a separate report to Council in November. The majority of adjustments relate to the
reallocation of funding from the emergent renewals provision to specific capital projects, and to
also recognise Council’s co-contribution towards state government grants received for pathway
and cycleway upgrades.
Previous Council Consideration
The budget was amended in November 2015 to account for adjustments identified from the
September quarter.
Finance & Risk
There has been a reduction to the operating result of the proposed budget review, but overall
Council is still forecasting a surplus of $882k.
Apart from the purchase of environmental land, which was funded from the Environment Levy,
changes to the capital program are largely funded through the rescheduling of projects, additional
grant revenue received, and redirection from the Emergent Works allocation. Capital program
changes do not impact the operating position, though the forecast cash position is marginally
reduced.
All financial sustainability ratios remain within (or exceed) target ranges, as outlined in the
attached Budget Financial Statements.
