Entertainment Noise Assessment
1 Introduction
Agiato Nominees Pty Ltd engaged Live It Acoustics to undertake an Entertainment Noise
Assessment (ENA) at 4 Pines Noosa. This is hereafter referred to as “the venue”. This
assessment aims to ascertain if the venue’s proposed entertainment will comply with regulatory
requirements (Liquor Act, Liquor Reg, Guideline 51) in relation to noise. The Office of Liquor and
Gaming Regulation is responsible for setting noise limits on licensed premises in Queensland.
Regulation 40 of the Liquor Regulation 2002 (Qld) prescribes that if noise exceeds the following
limits, it is "unreasonable" as defined in the Liquor Act 1992 (Qld):
“Between 6am and 10pm - the adjusted maximum sound pressure level LA10 must not exceed
the background level LA90 by more than 10dB (A) when measured at any affected premises.
Between 10pm and 6am - the sound pressure level LOCT10 in a full octave band with centre
frequencies from 63Hz to 2000Hz, must not exceed the background level, L OCT90, by more than
8dB in any octave band when measured at any affected premises.”
This report provides noise management recommendations to assist the venue in complying with
the above limits. In addition, it will allow the Office of Liquor and Gaming Regulation to condition
the venue objectively in order to avoid “unreasonable noise” as defined in Liquor Regulation
2002.
1.1 Objectives
This assessment aims to achieve the following objectives:
a) Inspect the site and environs and collect relevant site-specific information.
b) Undertake a review of noise policy and regulatory requirements.
c) Identify all representative affected premises (RAPs).
d) Quantify the background noise levels through measurements.
e) Establish noise limits for compliance with the regulatory requirements.
f) Measure noise levels at:
• Close External Noise Monitoring Locations (CEMLs)
• Specific Licensed Premises Areas (SLPAs)
• RAPs or Reference Point Locations (RPLs)
g) Assess the noise impacts from the venue on nearby RAPs.
h) Provide noise management and mitigation measures (if required).

Entertainment Noise Assessment
3 Assessment Methodology
Noise measurements were conducted in accordance with Australian Standard AS1055:2018
Acoustics – Description and measurement of environmental noise and the Department of
Environment and Science Noise Management Manual Version 4.01 (NMM 2020).
For each of the identified RAPs, noise measurement locations were selected within the vicinity of
the venue:
• Representative affected premises test locations
• Reference point test locations (RPLs)
• Close external monitoring locations (CEMLs)
• Specific licensed premises areas (SPLAs)
3.1 Representative affected premises
Each measurement location at the RAPs is shown in Figure 5. Due to the G51 Check Item 21 ☐
considerable amount of traffic on Noosa Drive and Sunshine Beach Road
and other urban activity surrounding the subject site, it was not possible
to take clear and direct intrusive noise measurements at each RAP
property representative of noise emanating from the venue.
Therefore, to determine noise impacts at RAP.1 to RAP.4, locations were G51 Check Item 22 ☐
selected in areas of the venue, or closely external to the venue at
positions representative of the path of noise propagation towards the
affected premises. The selected reference point locations had clear
signal to noise ratio over the ambient noise and were representative of
noise emanating from the venue.
Using these reference point locations, noise impacts were calculated to
the nearest point of the affected premises based on propagation losses,
building and topographic shielding and other acoustic theory. Identified
reference point locations are discussed further below in the following
sections.
Clear signal to noise ratio was experienced inside the shopping centre
complex and direct measurements were obtained at RAP.5, RAP.6 and
RAP.7.

4 Pines Noosa Reference: #1869d1-A 81 Noosa Drive, Noosa Heads QLD Date: 20 February 2025 Entertainment Noise Assessment 3.5 Meteorology The Bureau of Meteorology (BOM) ‘Tewantin RSL Park’ weather station G51 Check Item 29 ☐ (Station ID: 040908), reports an annual mean 9am wind speed of 11.8km/hr and annual mean 3pm wind speed of 16.8km/hr. A prevailing south to south-easterly wind direction is a feature of the area surrounding the venue, as per the BOM wind rose for the ‘Tewantin RSL Park’ weather station. It is anticipated that RAP.1 and RAP.4 would be most affected by any G51 Check Item 30 ☐ increase in noise levels due to refraction caused by wind in the predominant direction (south to south-easterly). These receptors have been considered directly in the assessment. During the onsite assessment, wind speed was collected immediately prior to testing recording a wind speed of less than 5 m/s using a Kestrel 2000 anemometer. Wind speed and direction were also acquired from the BOM Tewantin RSL Park (Station ID: 040908). A summary is provided in Appendix C – Weather Observation. 3.6 Background noise measurements Details over the pre-10pm and post-10pm background noise G51 Check Item 33 ☐ measurements are provided below in Table 3. Background noise measurements were taken at various locations G51 Check Item 34 ☐ surrounding the subject site representative of each of the RAPs. As the venue is currently approved to operate until 2am, background noise measurement locations were selected where no existing noise emanating from the venue was audible. The selected locations were also further from Noosa Drive and Sunshine Beach Road than the closest RAPs. Hence, the approach taken to determine the background noise levels at the RAPs is conservative. Insect noise was audible at some background measurement locations. For locations which were affected by insect noise, the measurements were taken in one-third octave bands and the results were post processed to remove insect noise. This was done by identifying the main frequency band(s) affected by the insect noise and replacing the measured level in these band(s) with the linear average of the noise level in the bands either side. Background noise measurements were taken at the specific times shown G51 Check Item 35 ☐ in Table 3, as these dates and times were considered to have the lowest background noise level within each assessment period. between the hours of 8:30AM and 9:50AM. Times of individual
measurements are provided in detail in Appendix B – Calculation
Summaries.
3.7.1 Premises setup during testing
To assess intrusive noise generated by the venue’s proposed operations, G51 Check Item 38 ☐
the venue was setup in two configurations, detailed as follows:
• Scenario 1 - All operable doors, bi-fold windows and acoustic
curtains were configured to be open during testing, to provide a
worst-case scenario.
• Scenario 2 - All operable doors, bi-fold windows and acoustic
curtains were configured to be closed. This is how the venue
intends to be configured while operating as a nightclub, with the
outdoor dining area closed to the public.

The purpose of this test scenario was to determine the expected maximum intrusive noise level at each affected premises. A test signal was played through the loudspeaker systems, for the purpose of measuring intrusive noise levels at the locations described in Sections 3.1 to 3.4. The source material was selected to be representative of the type of music proposed to be played at the venue (house / club music). The lowest noise limit calculated at the CEMLs across each of the 3 scenarios (plus patron noise, refer to Section 3.8) is considered the final maximum noise limit at the CEML. This is expected to address cumulative noise generated by the venue. 3.7.3 Meteorological conditions during testing Wind speed was collected immediately prior to and following the set of G51 Check Item 40 ☐ intrusive measurements, recording a wind speed of less than 5 m/s using a Kestrel 2000 anemometer. 3.7.4 Method of conducting intrusive noise measurements Intrusive noise measurements were taken at each of the locations G51 Check Item 41 ☐ described in Section 3.1 to 3.4. The source material was played through the sound systems associated with the scenario concurrently, set at a sufficiently loud volume so that the signal was clearly audible and measurable. Where poor signal-to-noise ratio was experienced or where the signal was not audible at an identified RAP, the measurement was still undertaken, along with RPLs and CEMLs relevant to the RAP. 3.7.5 Exclusion of extraneous noise events Extraneous noise events experienced during intrusive noise G51 Check Item 42 ☐ measurements included: road traffic movements, pedestrian noise and birdsong. These noise events were excluded through the use of post- processing of the data (removal of contaminated data and recalculation of the L10 noise descriptor) or using a back-erase function on the sound level meter during intrusive measurements. The back erase function allows acoustic consultants to erase the last 5-seconds of noise measurements where the consultant identifies extraneous noise. 3.7.6 Mechanical plant noise Mechanical plant associated with the venue was identified to be G51 Check Item 44 ☐ comprised of refrigeration equipment and air conditioning plant located directly above the main dining area on the rooftop. It is unknown whether Live It Acoustics | Controlled Document v1.0 Page 19

this mechanical plant services only the venue or additional tenancies
within the shopping centre complex.
Mechanical plant was confirmed to be operational during the intrusive
assessment, however, was not audible during any noise measurements.
The contribution from mechanical plant has therefore been considered
when determining the noise limits.
For all background noise measurements, no mechanical plant associated
with the venue was audible.
3.8 Patron noise
To determine the level of noise being caused by patrons, a prediction G51 Check Item 44 ☐
model for patron noise was prepared using the methodology outlined in
Prediction of Noise from Small to Medium Sized Crowds, 2011 (M.J
Hayne, et al).
The following table provides the assumed crowd size for each specific
licensed area within the venue. The crowd size is based on advice
provided by the venue to Live It Acoustics and is expected to be
maximum patronage on a busy Saturday night.
Table 4. Assumed patron numbers per licensed area
Licensed area Patrons LwA10
Indoor dining area (nightclub) 300 104
Outdoor dining 20 87
Veranda / main entrance 30 89
No adjustments for crowd orientation were applied.
Spreadsheet calculations were conducted to predict the sound pressure
level received at RAPs. To convert sound power levels (𝐿𝑤) to sound
pressure levels (𝐿𝑝) at the RAPs, the following formula was used:
𝐿𝑝 = 𝐿𝑤 − 20 log 𝑟 − 11 + 𝐷𝐼
Where:
r = distance from noise source
DI = directivity index (assumed to be 3 dB).

81 Noosa Drive, Noosa Heads QLD Date: 20 February 2025
Entertainment Noise Assessment
The distance input was calculated using Queensland Government
imagery, whereby the shortest distance between the closest outdoor
area to each applicable RAP was calculated.
The predicted sound pressure levels were converted to octave band
spectra, utilising the ‘Raised’ voice spectra detailed in the AAAC
Licensed Premises Guideline (V2).
Patron noise levels were predicted at the CEMLs, RPLs and RAP
measurement locations. The cumulative amplified entertainment and
patron noise intrusive level at these locations was then calculated using
decibel log addition. The results of the above equation were input into the
Guideline 51 calculations (refer to Appendix B – Calculation Summaries)
to provide an intrusive noise level due to amplified entertainment and
patron noise.

4 Results and Discussion
4.1 Summary of findings
No major acoustical issues were identified during testing. G51 Check Item 47 ☐
The calculated maximum allowable noise level associated with amplified
entertainment (with the façade fully closed and entry only via the sound
lock) is expected to be sufficient to host amplified entertainment at a
“nightclub” level, during all approved operating times.
With the façade fully open, the calculated maximum allowable noise level
associated with amplified entertainment is expected to be sufficient for
general background music during all approved operating times.
Due to the amount of urban activity and extraneous noise from traffic,
pedestrians etc. in the vicinity of the subject site, it may be difficult for the
licensee to monitor compliance at the CEMLs. It is recommended that
compliance be monitored primarily at the SPLA.

1. Noise Mitigation and Management Protocols
Effective noise management is a critical component of the hotel's operational strategy to ensure
compliance with local regulations and to protect the amenity of surrounding residential and
commercial areas. The following measures are in place to control and mitigate noise generated
both within the premises and by patrons outside:
a) Indoor Noise Control
• Soundproofing Measures:
o The premises utilize a combination of double-glazed windows, soundproof
curtains, acoustic wall panels, and ceiling insulation throughout the venue to
minimize noise escape.
o Noise barriers will be installed around entertainment areas, particularly near
entrance points, to further contain sound within the building.
• Amplified Sound Control:
o All entertainment, music and/or related activities inside the premises must be
conducted through a compression sound limiting device approved by the Office
of Liquor and Gaming Regulation which restricts the sound level to a maximum
of 100dB(C), fast response, when measured approximately 3 metres from the
source of such noise when all doors and windows are closed.
o The hotel uses a compression sound-limiting device approved by OLGR to cap
noise levels at 100dB(C) indoors. This system is calibrated and maintained
regularly to ensure compliance with noise standards and is accessible only by
management.
o Noise levels will be monitored and recorded hourly using calibrated sound
meters positioned in multiple areas within the venue. The results will be logged
and reviewed weekly to ensure continuous compliance.
o Whenever noise from amplified entertainment or music inside the premises
exceeds 85dB(C), fast response, measured approximately 3 metres from the
source of the noise, entry/egress to the premises must only be via the sound lock
doors, one of which must be closed at any one time.
b) Outdoor Noise Control
• Outdoor Deck and Terrace Management:
o Outdoor areas will have noise limits capped at 70dB(C) from 10:00 am to 11:00
pm. There are no speakers in these areas and as such any noise is attributed to
patrons talking. Patron seating is elevated and located as such to direct sound
away from sensitive neighbouring properties, preventing noise from escaping
beyond the immediate area.
o Live amplified entertainment is prohibited in outdoor spaces; instead, only
background music at controlled levels will be allowed to create an ambient
atmosphere that does not exceed set limits. This music will be from internal
speakers only.

• Waste Segregation:
o The hotel will implement a three-bin system for waste segregation:
General Waste: Non-recyclable materials, such as contaminated food
packaging and other disposables, will be separated into general waste
bins.
Recyclable Waste: Paper, cardboard, glass, plastics, and metals will be
collected in designated recycling bins. Staff will be trained to identify and
separate recyclable materials to maximize the recycling rate.
Organic Waste: Organic food waste from the kitchen and bar areas will
be collected separately for composting or disposal via an organic waste
collection service, reducing the volume of waste sent to landfill.
• Waste Bin Locations:
o Waste bins will be strategically located throughout the premises, including
kitchen areas, bars, dining spaces, and outdoor areas, ensuring easy access for
staff to dispose of waste correctly.
o Bins will be clearly labelled with signage to guide staff and patrons on proper
disposal practices, emphasizing recycling and waste separation.
b) Waste Minimization and Recycling Programs
• Recycling Initiatives:
o The hotel will partner with local recycling facilities to ensure that recyclable
materials such as glass bottles, aluminium cans, and plastic containers are
processed correctly. A regular schedule will be established for recycling
collection to prevent overflow and maintain cleanliness.
o Staff training programs will include modules on recycling practices and waste
minimization strategies, ensuring all employees are equipped to manage waste
efficiently and contribute to the hotel’s recycling goals.
• Organic Waste Management:
o Organic waste will be collected separately and, where possible, composted on-
site or sent to a local composting facility. The hotel will explore partnerships with
community garden projects or composting services to repurpose food waste
sustainably.
o Kitchen staff will be trained in portion control and food storage techniques to
minimize food waste during preparation and service.

• Reduction of Single-Use Plastics:
o The hotel will implement measures to reduce single-use plastic items by
switching to biodegradable alternatives for items such as straws, cutlery, and
takeaway containers.
o Refillable containers will be used for condiments and other commonly
consumed items to reduce packaging waste, and patrons will be encouraged to
use reusable options where feasible.
c) Storage and Hygiene of Waste Areas
• Waste Storage Location:
o Waste will be stored in a designated, secure area away from public view and
neighbouring properties. The storage area will be fitted with proper drainage and
ventilation systems to maintain hygiene and prevent odour buildup.
o The waste area will be regularly cleaned and disinfected to ensure compliance
with health and safety standards, reducing the risk of attracting pests and
maintaining a sanitary environment.
• Pest Control Measures:
o The waste storage area will be monitored regularly for signs of pests. Rodent-
proof and insect-resistant bins will be used, and waste will be sealed securely
before collection.
o The hotel will work with a licensed pest control provider to conduct periodic
inspections and apply preventive measures if needed, ensuring that waste
management practices do not attract pests.
d) Waste Collection and Scheduling
• Collection Timings:
o Waste collection will be scheduled to occur during off-peak hours, minimizing
disruptions to both hotel operations and neighbouring properties. Collections
will be coordinated to avoid early mornings and late evenings to reduce noise
and traffic disturbances.
o The hotel will work with waste management services to establish a collection
schedule that aligns with the operational hours of the hotel, ensuring waste bins
are emptied frequently enough to prevent overflow.
• Recycling and Organic Waste Collection:
o Separate collection schedules will be set for recyclable and organic waste
materials to ensure they are processed efficiently and in compliance with
recycling and composting facility requirements.
o The hotel will monitor the volume of recyclable and organic waste collected,
reviewing data to adjust collection frequencies and improve waste management
efficiency.
