PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 OCTOBER 2018
Figure 13– Extract from Arcare website in regard to the café.
The applicant contends that there are sufficient planning grounds to justify the proposal despite
the conflict with the Planning Scheme. The applicant has provided the following grounds in the
submitted planning report and states:
This report demonstrates the proposals compliance with the applicable state planning
provisions and general compliance with the Noosa Plan. Where conflicts exist with the Noosa
Plan sufficient grounds based on planning need and economic benefit are demonstrated to
justify the proposal despite this conflict. Specifically:
A needs analysis concludes that:
o Noosa is aging at a faster rate than the rest of Queensland
o There exists strong demand for further aged care facilities in Noosa
o Projections estimate a shortfall of 251 beds by 2026
o A lack of suitable sites exist within Noosa to accommodate this need
o The proposed 90 bed facility fits well within the projected demand with the applicant
having already been allocated 90 bed licences from the Federal Government.
A preliminary economic assessment concludes that:
o The project contributes to Noosa closing the gap in the provision of aged care beds,
which is recognized in the Noosa Shire Economic Plan as being below the
appropriate beds-to-population ratio
