PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 OCTOBER 2018

While a large scale building, the proposal is well designed and is likely to sit within the
streetscape without excessively dominating the streetscape or negatively impacting on nearby
residences.
The Overall Outcome also seeks that new uses are compatible with other nearby uses. The
primary use proposed is residential aged care which is a residential use and considered
compatible with the surrounding detached houses. However, given the level of care, there is a
commercial component relating to matters such as additional waste collection, service deliveries,
light spill, noise and traffic which residents may not normally be subject to in a Detached Housing
zone. These matters are assessed in more detail against the relevant engineering codes below in
the body of this report. Importantly though, the site has frontage to Goodchap Street which is a
busy distributor road and vehicle access for servicing and visitor parking is located in Val
Crescent near to the Goodchap Street round-about which minimises impacts on the quieter Val
Crescent. Figure 12 below shows the location of the proposed driveway.

Café
The proposal plans indicate a café on the ground floor. The applicant has not addressed this
aspect of the development. However, the Arcare website indicates that Cafés at Arcare are for
residents and their family and friends to use. An extract from their website is provided in Figure
13 below. To ensure the ‘café’ is not used as a public café, a condition could be included to
restrict its use to residents and their guests only.
