The primary changes to the development are the 18.2% increase in population density (due to
additional bedrooms) and the 20% reduction in gross floor area. Despite the population density
increase, the scale of the multiple dwelling component has not significantly changed, with the
number of units remaining the same and their overall floor area reduced by around 1,500m2. The
population density also remains within the limit allowed under both the previous Plan of
Development for the site and the current provisions of the Noosa Plan.
Much of the reduction of gross floor area is the result of deletion of common facilities, such as the
theatre, function room and multiple restaurants. The amended proposal still retains common
resort-type facilities of a simpler, rationalised nature. Notably the planning provisions for the site
do not mandate any minimum or specific facilities. The changes to the resort elements are
considered reasonable and reflective of the scale of resort facilities sustainable in the current
economic climate, with the previous approval representing an expansive resort of a type not now
likely to be developed.
It is considered the development can still remain within the intent of the approved development.
Amendments to conditions 4 are recommended later in this report to ensure the provision of an
integrated resort component is achieved.
The amendments to the plans are supported and condition 1 is recommended to be amended to
read:
Development undertaken in accordance with this approval must generally comply with the
approved plans of development. The approved plans are listed below and are as amended by the
conditions herein.
