PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 1 MARCH 2016

Condition 4 – Resort Requirements
4. The ancillary shops, restaurants, bars, business centre, boardroom, theatre, function rooms
and other ancillary facilities shall be operated and maintained as a Resort. A letting pool
service promoting and managing short term accommodation must also be established on
site and made available to all owners of multiple dwelling units. The community
management statement for any or all bodies corporate having control of the Resort or any
part thereof shall incorporate this condition.
Assessment
The nature and extent of the resort facilities changes under the proposal but the development
can still function as a managed resort with sufficient common facilities and remains subject to the
requirements of this condition.
The application indicates the development is likely to be staged and would be subject to a future
change application to introduce the staging layout. The condition should note that, in order to
reflect the resort nature of the approval, the resort component and facilities should be completed
at an early stage. It is recommended the condition be amended to read:
4. The ancillary shops, restaurant/cafes, bars, business centre, boardroom, theatre, multi-
function rooms, gym and other ancillary facilities shall be operated and maintained as a
Resort. A letting pool service promoting and managing short term accommodation must
also be established on site and made available to all owners of multiple dwelling units. The
community management statement for any or all bodies corporate having control of the
Resort or any part thereof shall incorporate this condition.
Where the development is staged, the common resort facilities must be completed and
operational with the first stage.

Condition 5 – Landscaping
5. The open space and setback areas are to be landscaped in accordance with Council’s
Policy on Landscaping Guidelines and a properly prepared landscape plan prepared by a
suitably qualified Landscape Architect or Horticulturalist. Such landscaping is to be
completed prior to the premises being occupied and maintained at all times thereafter and
     shall include:
          Planting of koala and glossy black cockatoo feed trees;
 Tall canopy trees between the buildings and the eastern boundary to reinforce the
existing vegetation on the adjoining Council land and assist in integrating the
development into its landscape setting. These trees shall be located outside the 15
metre fire buffer required along this boundary.
 Tall canopy trees on the landscape embankment to the west and south-west of
proposed Buildings A, B & C to visually break-up the bulk of the buildings while
            allowing for filtered views.
 Tall canopy trees on the landscaped embankment to the west and south-west of
buildings T and U to establish a continuity of tree canopy down the slope from the
ridgeline to the lower lying areas to assist in integrating the development with its
            landscape setting.
 Tall canopy trees in the landscape areas on the slopes to the west of buildings F, G,
H, I, J and K to provide a continuous tree canopy across these slopes while allowing
for filtered views to Lake Weyba.
 Screen planting along the site’s frontage to Resort Drive, which includes mature
           planting.
