compliance with the infrastructure code as follows:
. The proposed facility has been appropriately sited on the periphery of
concentrated residential dwellings (aligning Kildeys Road) while providing service
to the targeted dwellings and achieving line of sight to the adjoining facilities;
The establishment of the monopole on subject site will not affect the
the
agricultural capabilities of the land as it will occupy a relatively small lease area
(70m2)of the total 106ha of land and is located on the periphery of the site outside
the area of productive land;
. the proposed facility is located a sufficient buffer distance from environmentally
sensitive locations and no vegetation removal will be required; and
. The proposal will have negligible impact on the environmental quality, ecological
values or the nature in the region as it is located in a modified rural area and does
not produce any type of discharge or effluent run off.
The proposed facility is for a 40 m monopole and associated infrastructure. The facility has
been located and designed appropriately to minimise detrimental visual impacts. Site
location and design elements of the proposal that demonstrates compliance visual amenity
criteria of this Code are as follows:
. The proposed development has been setback over 2 km from the Soreen Point
Village;
. The facility has been located on a site surrounded by heavily vegetated areas
which will provide significant screening benefits from all areas of Soreen Point, but
in particular the residential dwellings to the north west, Lake Cootharaba to the
east, Lake Flat Road and the Soreen Point township; and
. The facility has been designed with the minimal required height and as a slim line
monopole, which can be colour matched to the surrounding vegetation;
The facility has been intentionally located within private land for which there is existing
access available. The site access is considered to be appropriate given the NSN Co
facility will not be a significant generator of traffic and is not anticipated to adversely impact
on the surrounding road network or residential amenity. The proposed facility will also
have features aimed at preventing public access, including a secured compound fence
with a locked gate and warning signs placed around the facility.
I It is considered the proposed facility is not inconsistent with the character of the area as it
has been appropriately located in a rural area where similar infrastructure is located, such
as bitumen roads and the energex power network which runs from north to south through
I the subject site (approximately 20 m east of the proposed facility) as they provide a
necessary service.
I For these reasons the proposal is considered to comply with the overall outcomes for the
Infrastructure Uses Code. Further compliance with the Specific Outcomes and Probable
Solutions for the Infrastructure Uses Code is included in Appendix 4 -
Code Table
I Assessment.
7.2.3 Earthworks Code
I
The Overall Outcomes of the Earthworks Code are the following -
I (a) To ensure that earthworks do not unreasonably impact on the natural environment
or other properties with regard to -
(i) Land stability (including differential settlement or expansion in reactive
I soils);
