                                                                                               .   .

            (N)      Contamination of land;
            (iii)    Flooding and drainage;
            (iv)     Groundwater, watercourses and wetlands;
            (v) Loss of native remnant or regrowth vegetation; and

        (b) Earthworks are designed and constructed to be structurally sound.

    Compliance
    The proposed facility will be located within a lease area of approximately 70m2.
    Earthworks required to construct the facility will be minimal, limited to the- extent required
    to establish appropriate foundations for the monopole and will not result in any adverse
    impacts on land stability, drainage, soil disturbance or existing amenity.

    The proposed telecommunication facility has been setback outside of areas identified as
    ’Flood Hazard Area’ and ’Landslide Hazard Area’ on the Natural Hazard: Landslide &
    Flooding Overlay. Additionally the proposed facility is not for. a. habitable use, will not
    produce effluent run off and. has been sited and designed to mini mise the hazards
    associated with flooding and land stability as follows;
        . The foundations and earthworks are to follow engineering design standards and
           stormwater dissipation is provided through the proposed gravel compound finish;
        . The proposed facility will include an elevated steel grillage to raise the equipment
            shelters;
       . Any discharge points will not affect downstream, upstream or underground streams
            on any adjoining properties as the facility has been located away from
            watercourses and does not produce effluent run off.

    The proposal is appropriately located within a low density rural area used for agrcultural
    purposes and will not require vegetation removal. Although the proposed facility is located
    within approximately 60 m from the border of the Great Sandy National Park, the location is
.
    considered appropriate as the facility will be separated from the National Park by a bitumen
    road and located over 350 m from the closest portion of mapped remnant vegetation within
    the : National Park. The proposed facility is otherwise appropriately setback from
    environmentally sensitive areas (e.g. more than 900 m from Lake Cootharaba, 300 m from
    onsite Remnant Vegetation and 300 m from the closest Regrowth Watercourse) and will
    not require removal of any vegetation.

    For these reasons, the proposed development is considered to comply with the intent and
    overall outcomes of the Earthworks Code, and further assessment is not considered to be
    necessary.
                                                                                                                 ,   .

    7.2.4 Landscaping Code

    The Code for Landscaping is required to be assessed as part of this application. The
    Overall Outcomes of this code state the following:

       a) retains, reinforces and enhances the natural landscape character of the site,
          streetscape and locality;
       b) retains existing vegetation and other natural features for their ecological, aesthetic
            and cultural values;                      .

       c) ensures the revegetation and rehabilitation of native wildlife habitat and riparian
          zones to protect and enhance ecological and biodiversity values;

       d) facilitates water management including on-site detention and the efficient infiltration
            of stormwater;
