This document appears to be plans or drawings. Its page text below holds only the words printed on the drawings, without the drawings themselves, so it may be jumbled or hard to follow. To see the plans as drawn, choose Original above or download the file (both need you to log in).
Log in to see the plans as drawn identified natural areas and within a significantly modified rural environment used for pine
tree harvesting and logging. Additionally, the development will occupy a small footprint
within the site (70 m2) and will involve only minor excavation works during construction of
the facility. As such, the development will not impact on existing ecological processes or
natural drainage systems within the site as it is setback over 300 m from the closest
regrowth watercourse and will not involve the removal of any vegetation.
For these reasons, the proposed development complies with the Overall Outcomes of the
Biodiversity Overlay Code, and further assessment is not considered necessary.
7.2.7 Natural Hazards Overlay Code
The subject site is identified as containing ’Flood Hazard Area’ and ’Subject to minimum
floor height’ within the Landslide & Flooding Overlay (refer to Figure 6.5) as well as
’Medium Bushfire Hazard Area’ and’ High -
Low Potential Acid Sulfate Areas’ within the
Bushfire & Acid Sulfate Soils Overlay (refer to Figure 6.6). The Overall Outcomes relevant
to the subject site are as follows:
a) development in areas at risk from natural hazards is compatible with the nature of
the natural hazard;
b) the risk to people, property and the natural environment from natural hazards is
minimised;
c) development does not result in a material increase in the extent or severity of
natural hazards; and
d) for acid sulfate areas-the generation or release of acid and associated metal
contaminants into the environment is avoided
Compliance
The proposed facility is identified on the Natural Hazard: Bushfire & Acid Sulfate Soils
Overlay as being located within a ’Medium Bushfire Hazard Area’. However, the proposed
use will not increase the risk or impact of this natural hazard since the proposed site it is
already cleared of substantial vegetation. Furthermore, the foundations and earthworks
are to follow engineering design standards and the facility will not include materials that
significantly increase the risk of fire. In addition, no buildings are proposed and the
proposed Telecommunication Facility is not a habitable use that will result in an additional
increase in the number of people living, working or congregating in the Bushfire Hazard
Area.
The site is identified within the Natural Hazard Bushfire & Acid Sulphate Soils Overlay as
containing both High (0 5 m AHD) and Low (5 20 m AHD) Potential Acid Sulfate Soils.

The proposal for a 40 m monopole has been sited within the Low (5 20 m AHD) Potential

J
Acid Sulfate Soils area and located on land at approximately 29 m AHD natural ground
level. The proposed development complies with the overall outcomes of the Natural
Hazards Overlay Code as it is not anticipated to involve excavation of more than 100 m3 or
filling of more than 500 m3 nor is excavation expected to be undertaken below 5 m AHD
natural ground level. As such, the proposed development will not result in the disturbance
of acid sulfate soils and reflects the State Planning Policy 2/02 Planning and Managing
1
Development involving Acid Sulfate Soils.

The proposed facility will also be located outside of the areas identified on the Natural
Hazard: Landslide & Flooding Overlay as ’Landslide Hazard Area’, ’Flood Hazard Area’
and land ’Subject to minimum floor height’. The proposed telecommunication facility is not
a habitable use and will have minimal run-off. Therefore the proposed facility will not
increase the risk of flooding and reflects the State Planning Policy 1/03 Mitigating the
Impacts of Flood, Bushfire and Landslide.
