Methodology
The Noosa Cultural Plan 2019-2023 has 6 key themes: History & Heritage, Knowledge & Learning, Places & Spaces, People &
Participation, Cultural Economy, and The Digital Future. These themes provided a scaffold for Council’s goals, actions and priority focus
areas. An Annual Action Plan was developed in 2020 and 2021 to set specific actions for the following 12-months. This process enabled
the Plan to respond to external changes and capitalise on emerging opportunities while maintaining a focus on high level goals. At each
action plan review an estimate of progress was undertaken, ascertaining actions that were completed, progressing well, needing closer
attention, or not yet commenced.
While the Noosa Cultural Plan 2019-2023 document was a whole of Council plan, the responsibility for most actions sat within the
Libraries & Galleries team (restructured and expanded to the Arts & Cultural Services team in 2023). Working across Noosa Libraries,
The J, the Regional Gallery, Heritage Services and Cultural Development Services, together with participation from the Peregian Beach
Digital Hub, the Cultural Plan was both actioned and promoted to internal and external stakeholders on an as-needs basis.
