EXECUTIVE SUMMARY
Noosa Heads Surf Lifesaving Club (NHSLSC) assumed responsibility for the operation of
lifesaving services in Peregian Beach in 2014 following the demise of the Peregian Beach SLS
Club. Since this time, Council has issued annual permits allowing it to occupy the existing
clubhouse and conduct beach patrols under annual patrol agreements. In 2017, NHSLSC
indicated to Council and the community it was considering its options and future at Peregian
Beach, including a concept for a larger relocated clubhouse with ocean views.
Council officers have written to the club providing advice on the processes and constraints
associated with relocation and redevelopment. Key issues include coastal erosion, tenure, native
title and development assessment considerations, which led staff to advise that redevelopment
options should focus on the existing site. Despite the advice, NHSLSC and its proponents
continue to suggest to the community that relocation is feasible.
Significant confusion and division exists in the local community about the future of local lifesaving
services and the feasibility of the proposed relocation. The report clarifies issues from Council’s
perspective and identifies the significant difficulties in any proposal to relocate the clubhouse to
another location.
RECOMMENDATION
That Council note the report by the Property Advisor to the Services & Organisation Committee
Meeting dated 12 June 2018 providing an update on lifesaving services at Peregian Beach.
REPORT
The purpose of this report is to update Council on issues associated with the future of lifesaving
services at Peregian Beach. Community uncertainty, speculation and division exists around
proposals for reinvigoration of lifesaving operations and clubhouse facilities and the report seeks
to clarify a number of aspects, in particular the available location for any redevelopment.
Background
The Peregian Beach Surf Lifesaving Club (PBSLSC) first commenced beach patrols in 1962 and
continued until 1974 when its facilities were destroyed by storms and operations ceased. After
an eleven year hiatus the second iteration of the club commenced in 1985. The current
clubhouse was constructed on a new Local Government Reserve for Surf Lifesaving created on
the western side of Peregian Park in 1987. The land is State Land for which Council is trustee
and is 843m2 in size. See aerial photograph below.
