Attention: Robert Watson
Dear Mr Watson
SARA information request – 14 Action Street, Noosaville
(Given under section 12 of the Development Assessment Rules)
This notice has been issued because the State Assessment and Referral Agency (SARA) has identified
that information necessary to assess your application against the relevant provisions of the State
Development Assessment Provisions version 3.0 (SDAP) has not been provided.
Aquaculture
1. Issue
The development application has not demonstrated compliance with the performance
outcomes (POs) of State code 17: Aquaculture (State code 17) of the SDAP.
Action
Provide the following information:
a) Provide a list of all algae species that are proposed to be cultivated at the facility.
Include the genus and species. Summarising species at a genus level is generally
not accepted.
b) Provide plans that show the total water surface area in square metres for the
proposed development. Include information on the water surface area that is
dedicated for algae production and for other activities (e.g. effluent treatment).
Include plans that show containment measures (e.g. bunds, drains etc).
c) Provide an aquaculture site management plan and operational works plan with
details of environmental management practices that are to be adopted to avoid or
minimise environmental impacts of the aquaculture development. These may
include:
South East Queensland (North) regional
office
Level 4, Foundation Place 3 South Sea

- feeding regimes to reduce nutrient loading
- nutrient dispersal or disposal
- controlled administration of chemicals
- wastewater treatment
- nutrient stripping of effluent prior to discharge
- control and containment systems to manage equipment failure.
d) Provide a disease management plan. The plan should include details of disease
prevention and management practices that are to be adopted to avoid or minimise
impacts on the aquaculture development and fisheries resources in addition to the
following:
- how it is intended to monitor for disease
- the proposed quarantine practices for new stock introduced to the facility
- stock monitoring methods or procedures
- the control measures to be implemented both on a day-to-day basis and in
the event of a natural disaster.
e) Provide flood overlay mapping for the site that clearly depicts a 1% AEP flood
event. If the site is located below the 1% AEP flood level, provide plans that show
the following are above the 1% AEP flood level:
- the lowest height of the top wall of the bio-reactors
- any other ponds, tanks, containers or aquaria used to cultivate algae.
f) Provide details about the collection of raw seawater including:
- the method of collection
- the location of collection
- volume of water to be collected
- screen mesh size.
It is unclear if the collection of seawater will result in adverse impacts on native
fauna through the unintentional trapping of fish during seawater collection by
entanglement in pump screens or by excessive collection of sea water impacting
ecological functions.
Refer to the SDAP Guideline 17 – Aquaculture (available on the Department of Agriculture
and Fisheries website https://www.daf.qld.gov.au/business-
priorities/fisheries/habitats/fisheries-development/sdap-guidelines) when preparing a
