Budget Commentary
The budget for the first 6 months of this financial year indicates that revenue was above
estimates and expenditure was just below estimates. WMS had an operating surplus of
$1,635,953 which was $166,544 better than predicted.
The higher than expected revenue was attributed to a number of variables including:
• A higher amount of green waste sold than predicted.
• A higher amount of metal sold than predicted.
• The price of metal being higher than predicted.
Overall expenditure tracked closely to what was predicted with the most significant variation
being in Employee Benefits. This increase in employee benefits was the result of the decision to
manage the waste tender contract in-house rather than using external consultants.

CAPITAL WORKS - 2016/17
Installation of a gravity sewerage line behind the Contractors Depot
The 150mm gravity sanitary drainage line was completed in October 2016. All buildings and the
wash bay are now connected and flow directly into the major pump station. The smaller sewage
pump station and rising main were decommissioned as part of this project. The oil/water
separator from the disused liquid waste storage plant was serviced and recommissioned and
connected to the wash bay with the treated water now being disposed directly to sewer. This is a
significant environmental improvement over the previous drainage system that discharged off
site.
Upgrades to Contractors Depot
The Contractors Depot bulk excavations and the placement and finish of 1,600 square meters of
reinforced concrete was completed in early December 2016. The improved and expanded car
and truck parking area is now suitable for the additional trucks required in the new waste
collection contract. This upgrade also addressed safety concerns as it now separates visitors and
staff from the contract collection fleet. The construction also allows for another entry/exit point for
staff and visitors. The next stage of the project is the construction of a ‘Bio Basin’ to adequately
treat runoff from all hard stand areas. It is anticipated that these works will commence in April
2017.
