SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 MARCH 2017

The site is a key community land holding due to its position within the Lower Mill precinct and
proximity to Cooroy’s central business district. Council has previously considered various options
on the site but has no current plans for development.

An application was received in November 2016 (Council ref. MKT16/0001) for a Farmers &
Artisans market on the vacant land to the north of the site and also utilising adjacent Council land
for car parking (refer figure 4 below).

                              Figure 4 – Proposed Market Location

The application underwent internal Council stakeholder consultation, which indicated a market
would provide a suitable community use to activate the currently underutilised land. A market
would also align with Council’s Local Economic Plan by fostering rural enterprise and supporting
activity in Cooroy’s CBD.
Local government regulations require an open public tender process be undertaken prior to
allowing any ongoing exclusive use of the site, such as proposed by the market applicant. In
accordance with the regulations, it is recommended Council seek Expressions of Interest (EOI)
for community or commercial uses to activate the site. While potential uses may be broad
ranging, it is proposed to limit the EOI criteria to those that:
•    Provide community activation of the space;
• Do not propose to permanently occupy the site or build infrastructure, which would prevent
     other uses of the site (such as the Cooroy Fusion Festival); and
• Align with Council’s Corporate Plan.
The following assessment criteria and weightings are proposed:
•    Track record and experience – 30%;
•    Contribution to local community and local economy – 30%;
•    Demonstrated community need/demand – 30%;
• Environmental sustainability and emissions reduction measures – 10%.
