EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Property Advisor to the Services and Organisation Committee
Meeting dated 10 April 2018 regarding the Cooroy RV Stopover and agree to proceed to a new
Expression of Interest process to identify a suitable Cooroy community group to offer a Freehold
Permit for the site, as detailed in the report.
REPORT
1. Background
The purpose of this report is to propose a new community-led model for the operation of the
Cooroy RV Stopover facility and seek agreement to proceed to a new Expression of Interest
(EOI) process.
Council operates the Cooroy RV Stopover on freehold community land at 17 Mary River Road,
Cooroy. The facility was established in 2015 to address an identified need for RV travellers in
the Noosa hinterland. Council considered a report on the operational history of the facility in
August 2017 and a further report on the results of an EOI process seeking a new third-party
manager in January 2018. Council resolved not to proceed further with the EOI process and to:
Seek to define, negotiate and implement a community led management model which results in
the Cooroy RV Stopover being operated at nil cost to ratepayers.
This report presents a new management model in response to the resolution.
2. Proposed New Management Model
The Cooroy RV Stopover has operated as a Council facility using third-party management
services. A new model is now proposed based on the following:
The Stopover to become a community group run facility rather than a Council one.
A new Freehold Permit (Permit) to occupy the site be offered for the conduct of the RV
Stopover use at a nominal annual rent (1 unit).
The Permit be offered only to not-for-profit community groups based in the Cooroy area.
The Permittee to bear all costs and responsibilities relating to operating the RV Stopover in
accordance with the site’s development approval, disaster management plan and obligations
to other community groups that share the site.
