SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 10 APRIL 2018
This new model is considered a simplified arrangement that will provide an opportunity to a
community group to benefit from running the facility, whilst removing the impact on general rate
funds.
The table below indicates the ongoing costs under the previously proposed management
arrangement (detailed in the January 2018 report) and the new community group model:
Approximate Annual Running Costs Previous Proposal New Proposal
Water supply (caretaker’s amenities and public dump point) $1,000 $ 500
Electricity supply (caretaker’s amenities and public dump $2,500 $ 600
point)
Health Licence annual fee $ 500 Nil
Minor maintenance/civil $1,000 Nil
Total: $5,000 $1,100
The remaining $1,100 annual costs listed above relate to water and power supply for the public
dump point, which sits outside the RV Stopover operation as a separate public facility. As such,
this model will result in the Stopover being operated at nil cost to ratepayers.
3. New Expression of Interest Process
A new EOI process is proposed to identify a suitable Cooroy community group to take up the
Permit. The EOI is proposed on the following basis:
Permit offered to Cooroy not-for-profit community groups only.
Permit offered for a term of up to 3 years.
Annual rent prescribed at 1 Unit in accordance with Council’s fees and charges (currently
equating to $274).
Permitted use being the conduct of a RV Stopover in accordance with the site’s development
permit, disaster management plan and relevant laws.
Permittee required to co-ordinate with other groups who share the site (Combined Coastal
Car Club and Noosa Horse and Pony Club) and cease the use when necessary for those
clubs’ annual events.
Permittee responsible for site maintenance and all running costs.
Given price and local presence will not be factors, the assessment criteria proposed are:
Methodology - 60%
Capacity & Resources – 30%
Experience and Track Record – 10%
The EOI will be listed on Council’s website and advertised in the Cooroy Rag. Various
community groups will also be notified directly. The results of the EOI process will be reported to
a future Council meeting.
