2. Current Committee Membership
Currently, the Mayor and Councillor Jurisevic are the Councillor representatives on the
Committee. The external Committee members are Mr Cameron Jaggers, Associate Director
KPMG Advisory and Risk Consulting, and Mr Scott Williams, Member of the Order of Australia.
Further details of the external Committee members experience is outlined below:
Cameron Jaggers, Associate Director KMPG Advisory and Risk Consulting
Mr Jaggers is an Associate Director at KPMG specialising in internal audit and risk and
control services with extensive professional qualifications including a Masters of Professional
Accounting. Mr Jaggers is also a facilitator at the Institute of Chartered Accountants and has
extensive proven expertise in audit and risk management.
Scott Williams AM
Mr Williams is a former Council and Shire President of a local government in New South
Wales. Mr Williams is also a past and current board member of numerous major boards
including the University of New England and the University of the Sunshine Coast. Mr
Williams has owned and operated a number of significant businesses and is a Fellow of the
Australian Institute of Company Directors.
From the commencement of their appointment in August 2014, Mr Williams (current Audit and
Risk Committee Chair) and Mr Jaggers have provided Council via the Committee with
exceptional service and expertise through risk management oversight, oversight of financial
controls, liaison with Council’s Auditors, annual review of Council’s financial statements, and
general improvement recommendations with respect to various items brought before the
Committee.
3. Importance of Appropriate Succession Planning
In accordance with best practice, Council’s Audit and Risk Committee Charter provides for a
phased approach for the rotation of external Committee members. This is important for
introducing new perspectives to deliberations via new members whilst maintaining stability and
continuity.
In light of the above, it is recommended that Mr Jaggers’ appointment be extended for a further
year to 30 August 2019 and Mr Williams’ appointment be extended for a further two years to
30 August 2020. This would result in Mr Jaggers and Mr Williams serving the Committee for a
total period of five and six years respectively.
