In terms of the extended length of Elkhorn Drive, the Noosa Plan Reconfiguring a Lot Code (Part 14 Division 23)
states that the maximum length of a cul-de-sac should be 200m. Furthermore, the Transport, Roads and
Drainage Code (Part 14 Division 18) specifies a maximum cul-de-sac length of 120m. The latter is based on
guidance from Queensland Streets', which specifies the relationship between street leg length and street speed. A
street leg length of 120m relates to a design speed of 40km/hr.
However, in addition to limiting the total length of a street, Queensland Streets identifies other measures to limit
speed by means of street design geometry as follows:
— limiting the length of straight (by introducing sharp bends in the street layout)
— curved alignment (either a single curve or a series of curves)
— control devices (in an otherwise straight alignment)
Given the straight alignment of Elkhorn Drive, the only measure available is to utilise speed control devices.
There are currently no speed control devices on the existing section of Elkhorn Drive, despite its length of
around 250m. However, it is recommended that one speed control device (eg a speed hump) be installed on the
new extension of Elkhorn Drive to maintain a 40km/hr design speed in this section. This should be installed
where the new section meets the existing Elkhorn Drive carriageway as shown in Figure 3.
