RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Services & Organisation
Committee Meeting dated 11 August 2020 and request the Chief Executive Officer to write to the
Office of Industrial Relations requesting the appointment of Friday, 10 September 2021 as a
Show Holiday for the Noosa Shire.
REPORT
Under the Holidays Act 1983, the Minister can appoint, upon request by a local government, a
special holiday within a district. Holidays of this nature are usually appointed for an annual
agricultural, horticultural or industrial show.
The Noosa Country Show has traditionally been held annually on the second weekend in
September. For 2021, the Noosa Country Show is proposed for the weekend of 10 – 11
September.
Requests for the appointment of a special holiday for 2021 are required to be submitted no later
than 21 August 2020. After consultation with the Noosa Show Society, it is proposed that an
application be made to the Minister to appoint Friday, 10 September 2021 as the Show Holiday
for Noosa Shire for 2021.
The 2020 Noosa Country Show has been cancelled due to the coronavirus COVID-19 pandemic.
The Noosa Show Society are now focussed on preparations for the Show in 2021.

EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Community Development Manager to the Services &
Organisation Committee Meeting dated 11 August 2020 and:
A. Resolve to prepare a Tender Consideration Plan for the procurement of Design and
Construction services for a temporary accommodation house, under section 230 of the
Local Government Regulation 2012 and;
B. Delegate authority to the Chief Executive Officer to:
1. Prepare, finalise and adopt the plan; and
2. Enter into contract/s, within the Chief Executive Officer’s financial delegation, in order
to achieve the objectives of the Tender Consideration Plan.
REPORT
The purpose of this report is to provide an update on the procurement process to build
accommodation for women and children leaving domestic violence situations and seek Council’s
resolution to prepare a Tender Consideration Plan, to procure the necessary design and
construction services to complete the project.
1. Background
Council received $1,830,000 funding through the Queensland Government’s “Works for
Queensland” program as part of the coronavirus Covid-19 state recovery measures. Council
allocated $250,000 of this funding to build new safe, secure accommodation to support women
and children leaving domestic violence situations.
The funding conditions require the project to be completed by 30 June 2021. Council officers
have been reviewing options for the procurement of the necessary design and construction
services while respecting the sensitivity of the project.
2. Considerations
This project is a critical domestic violence initiative that requires high degrees of discretion and
confidentiality in its administration. A public request-for-tender process, being the general
procurement approach for a project of this value, presents an unacceptable risk in this situation
by potentially compromising the confidential nature of the project, particularly the location of the
accommodation. This is primarily due to the request-for-tender having to be advertised in the
public domain and include an appropriate level of information about the project’s desired
services, delierables and outcomes, for tenderers to be able to respond in sufficient detail.
Section 6
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 AUGUST 2020
The minimum requirement for the accommodation includes:
2/3 bedrooms including 1 of the bedrooms to be a ‘safe-room’
2 access points (front door and back door)– with ‘Crim-Safe’ security screens
Covered outdoor area
1 Full Bathroom
Drive way access
Under Dwelling security
While it has been concluded that a public request-for-tender process is not appropriate for this
project, Council must continue to ensure that it procures services in a manner that meets
legislative requirements and results in value for money.
As such, Council officers reviewed two options provided in the Local Government Regulation
2012 to meet these requirements as follows:.
1. Section 235 - Council could consider applying an exception under section 235 of the
Regulation, due to the confidential nature of the engagement as follows:
(b) the local government resolves that, because of the specialised or confidential nature
of the services that are sought, it would be impractical or disadvantageous for the
local government to invite quotes or tenders;
2. Section 230 - Council could also resolve to use a Tender Consideration Plan under section
230 of the Regulation.
Council officers have determined that the Tender Consideration Plan (Section 230) is a more
robust approach to adopt. It provides more detail in regard to the proposed process and a greater
focus on competitive procurement while still maintain confidentiality over the sensitive aspects of
the project.
3. Tender Consideration Plan
Division 3 – Exceptions for medium sized and large sized contractual arrangements of the Local
Government Regulation 2012 allows for a local government to enter into a large size (>$200,000
GST Inc.) contractual arrangement, without first inviting Tenders. Specifically, section 230 of the
Regulation enables Council to resolve to prepare a tender consideration plan that addresses the
following:
(a) the objectives of the plan; and
(b) how the objectives are to be achieved; and
(c) how the achievement of the objectives will be measured; and
(d) any alternative ways of achieving the objectives, and why the alternative ways were not
adopted; and
(e) the proposed terms of the contract for the goods or services; and
(f) a risk analysis of the market from which the goods or services are to be obtained
Once prepared, it allows for Council to undertake a procurement approach aligned with the
objectives outlined in the plan.
The objective of the Tender Consideration Plan is to enter into a contract with a suitable, selected
contractor to design and construct the accommodation facility which achieves value for money for
Council whilst maintaining confidentiality over the project. The Tender Consideration Plan will be
developed by mid-September and reviewed and approved by the Chief Executive Officer prior to
the procumement process commencing.

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 AUGUST 2020
Council staff have undertaken initial market research and identified up to four (4) regional
contractors that publicly advertise the ability to design, construct and deliver buildings of a type
which appear suitable for this project as well as meeting the aims of the Works for Queensland
program. All four contractors are located within the Sunshine Coast/Gympie Region including one
located in the Noosa Shire Council local government area.
The following weighted criteria is proposed:
Criteria Weighting
Price 35
Fit for Purpose Design 25
Capability/Past Performance 15
Contribution to Community 15
Contribution to Local Economy 10
Previous Council Consideration
Ordinary Meeting Minutes, 16 July 2020, Item 4, Page 10
That Council note the report by the Chief Executive Officer to the General Committee Meeting
dated 13 July 2020 and endorse the various projects submitted to the State and Commonwealth
governments for funding as set out in the report.
Finance
The direct costs ($250,000) of the accommodation project is to be delivered under the Works for
Queensland funding program with the exception of some overhead costs such as procurement,
governance and financial management. Whole of life cost implications (i.e. depreciation,
operations and maintenance) will need to be considered and factored into future Council budgets
where applicable. Any additional costs such as furniture, fixtures and fittings will be contributed
by community partners.
Risks & Opportunities
This funding provides Council with an opportunity to achieve projects on behalf of the Noosa
community that would not otherwise be undertaken due to financial constraints as a result of
COVID-19. The funding program has very tight timeframes. This has been evident in both the
submission/bid process and also in non-negotiable timeframes for completion by 30 June 2021.
A Project Control Group (PCG) will be established to ensure that this project will be well
managed and completed on time.

Given the significant disruption of the coronavirus COVID-19 pandemic, the Department finished
the 2019/20 year in a reasonable position with a deficit of $1.4Million, noting that there was a
$3.1M increase in the cost of the landfill provision.
Risks & Opportunities
The major risks facing the department include:
maintaining adequate health, hygiene and mitigation measures in response to the
coronavirus COVID-19 pandemic;
maintaining a sound financial position in the face of COVID-19 disruptions;
managing waste and associated emissions;
responding to funding changes in Noosa Community Support; and
managing transition of key staff close to retirement.
The main opportunities the department is investigating include:
investigating new models of service and operation as a result of COVID-19;
reviewing Council’s role in affordable housing;
exploring new service models for the Library’s outreach services; and
diversifying revenue streams.

Key Comments Total Business Activity
The 2019/20 financial performance for the total business activity did not achieve budget forecast,
as a result of the COVID-19 pandemic impact on park revenues. On 26 March 2020, in response
to Queensland Health Directives all holiday parks were closed with the Noosa River Holiday Park
remaining open for essential travellers only. All holiday parks reopened in mid-June with a staged
reopening approach incorporating lower occupancy limits in accordance with advice from
Council’s COVID taskforce. A staged reopening approach was implemented to allow evaluation
and assessment of COVID-19 control measures before consideration of increased occupancy
limits.

COVID-19 REOPENING AND OPERATIONAL PLANS
Extensive consultation was undertaken with park managers and the COVID-19 Taskforce to
develop reopening and operational plans for all holiday parks during the COVID-19 pandemic.
Risk registers have been prepared for each site with a suite of control measures implemented
including the staged reopening approach to ensure the risk of COVID-19 transmission is

occupancy limits or close holiday parks will be guided by the COVID-19 Taskforce and the
State Government.
Assumptions were included in the 2020/21 holiday park budget relating to further COVID-19
impacts. Should closures / reduced occupancy result in greater than forecasted budget
impacts, the negative financial implications will need to be considered on the overall Council
budget.
Opportunities
If COVID-19 restrictions continue to ease Council will consider increasing current occupancy
limits in consultation with park managers and the COVID-19 Taskforce.
Should increased occupancy levels hold throughout the 2020/21 financial year upside
financial performance will provide additional profit to Council to reduce the current budgeted
Council operating deficit.
An invitation to quote has been issued for a new brand development initiative, as the first
phase of a broader marketing project which will seek to capitalise on emerging opportunities
within and beyond the current COVID-19 environment.
Migration of the Noosa Holiday Parks website to the LGAQ platform will provide a new
customised design and mobile friendly layout for digital devices.

7 CAPITAL PROGRAM DELIVERY STATUS - 30 JUNE 2020
DOCUMENT INFORM AT ION
Author Asset Planning Manager, Bryan O’Connor
Index ECM/ Subject/ 2019-2020 Annual Capital Works Program
Attachments 1. Capital Projects Delivery Status – 30 June 2020
EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Asset Planning Manager to the Services & Organisation
Committee Meeting dated 11 August 2020 providing an update on the status of the 2019/20
Capital Works Program and note that the anticipated 2019/20 Financial Year capital expenditure
final result will be $25.9M, equivalent to 84% of the $30.8m capital works budget.
REPORT
The purpose of this report is to inform Council of the overall status and associated activities of
the Capital Works Program to the end of June 2020. The report provides an opportunity to
highlight and discuss projects within the program and confirm the delivery status of projects
delivered throughout the 2019/20 financial year.
There were 112 active projects in the 2019/20 capital program as of 30 June 2020 (including the
carryover projects from 2018/2019) with a value of $30.8m.
1. Current Projects
The major focus in the final quarter of the financial year was to complete the construction phase
of projects. However, some significant projects are programmed as multi-year projects, meaning
they will be delivered over two or more financial years. Additionally, the majority of design-only
projects in the financial year are completed in preparedness for the construction phase
throughout the 2020/21 financial year
Projects currently underway or being delivered across multiple years of the capital program
include:
Sunrise Beach – Orealla Bridge Renewal
Hinterland Playground, Cooroy (planning & design)
Tewantin, Hilton Terrace intersection upgrade
Kin Kin Wahpunga Lane Bridge Renewal
Cooran Tablelands Road Bridge Renewal
Stage 3 Rufous St Peregian

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 AUGUST 2020
Image 1: Sunrise Beach – Orealla Bridge Renewal
2. Completed Projects
A major achievement for Noosa Council was the delivery of $25.9m of capital works in a single
financial year. This is a significant result in the current environment and demonstrates that
Council continues to mature in delivering a large capital works program consistently, particularly
with the 2018/19 financial year also delivering $26.1m. The capital works framework of project
control groups and a capital works executive have continued with organisational efficiencies and
enabled staff and Councillors to make informed decisions that relate to projects that are delivered
throughout the year. This is aided by having valuable resources within the design and delivery
teams.
Some of the projects completed across the capital program throughout 2019/20 include multi-
year projects that have been underway for more than one financial year and are considered:
large projects that require extended periods for delivery, or need to be timed to reduce the
impact on the community; or
are complex that require extended planning and consultation periods before construction
can commence.
These include but are not limited to the following projects:
Cooroy – Black Mountain Road Priority Sections and Road Reconstruction
Noosaville - Gympie Terrace Stormwater Renewal
Cooran – Pioneer Park Facilities Upgrade
Peregian Beach – Peregian Beach Public Amenities Renewal
In addition, delivery of the 2019/20 road reseal program of approximately $4m was completed
across both coastal and hinterland sealed road networks.

3. Summary
The current capital delivery expenditure to 30 June 2020 is $25.9m, or 84% of the capital
program.
It is important to note that there are $5.7m in outstanding commitments. This amount not only
reflects those projects currently being delivered, but also new contracts awarded for the 2020/21
financial year capital program.
The financial outcome of the 2019/20 financial year capital works program will also be reported to
Council in the first budget review of 2020/21 financial year and will confirm the significant
achievement of delivering another large capital works program throughout 2019/20.

Finance
The final capital delivery expenditure to 30 June 2020 including actuals and commitments is
$25.9m or 84% of the full year Capital Program. The delivery and completion of projects
continues across the Program with staffing resources to be increased in the coming months to
support the design and delivery phases of the 2020/21 projects.

Risks & Opportunities
The current risk to the Capital Program is the resourcing of Planning, Design and Delivery staff.
In mitigating this risk, projects have been reviewed and where necessary, projects were re-
profiled and adjusted through the budget review process, although there was no budget review in
the second half of the year due to COVID-19. In addition, the recruitment activities have resulted
in the appointment of a capital planning position, to assist in the delivery of the 2020/21 and
future years capital program.

minor projects are followed through. They are reported to Council by Directors on a quarterly
basis and those reports are on this round of Council meetings.
Details of each Operational Plan project is set out in Attachment 1 with an assessment of
whether the issue in completed, on track or behind schedule. Comments are also provided for
the information of Councillors about the status of each issue. It is important to note that this is
“as at 30 June” i.e. the end of the fourth quarter and in some instances, the actions have been
advanced further since that time.
There are 32 initiatives in the 2019/20 Operational Plan. The current status of those projects is:

Initiatives Comment
Develop Community Sustainability This project will be considered in the 2020/21 financial year
Indicators when Council reviews its Corporate Plan and considers the
option of developing a Community Plan.
2. KEY PERFORMANCE INDICATORS
As Council would be aware, KPIs were first developed for our organisation at the beginning of
2014/15. 16 of those KPIs are reported to Council on a quarterly basis.
As far as the CEO is aware, we are one of the few councils in Queensland to make this KPI
information available to the public via “non-confidential” reports. The KPIs are included in
Attachment 2.
The key issues arising from an assessment of the KPIs are as follows:
Our People
In relation to Workplace Health and Safety, our Lost Time Injury Duration results rose in the
last quarter but were consistent with the same period last year.
Personal leave overall was less than the same period last year however the proportion of
leave taken over 5 days duration is higher, partially due to people needing to self-isolate
due to COVID-19 symptoms.
Accrue annual leave has increased as staff are constrained in options to travel for leave.
Staff turnover was slightly down on the March quarter. Turnover for the 2019/20 year was
9.6% which was 1.3% less than the 2018/19 year.
Our Customers
The number of customer requests has reduced to average levels from the higher numbers
seen at the peak of the Covid-19 lockdown.
Management of our frontline phone customers continues to be of a high standard with
average wait times continuing to be less than the same period in previous years.
The KPIs for building information requests and plumbing applications are outside target
levels. This is due to a combination of factors: the disruption of COVID-19, reduced
staffing, increased volume and complexity of requests and the reduced statutory
timeframes for plumbing applications. Measures have been implemented to improve
matters including appointing a new plumbing inspector which will reduce the time taken to
process applications.
Our Finances
Our financial KPIs measure solvency, investment performance and outstanding rates. All
of these KPIs continue to be on track and in particular, there is no change in trend for rate
arrears.
Council receives a financial performance report at the end of each month which provides a
more detailed analysis of Council’s financial position. Council receives a detailed report on
Capital Works progress every quarter.

Our Systems and Processes
The use of online services remains slightly above last year. The proportion of payments
made electronically has increased particularly as cash payments have been limited due to
the COVID-19 pandemic.
Previous Council Consideration
Quarterly reports are provided to Council outlining our progress with the Operational Plan.
Finance
The projects within the Operational Plan are reviewed and funded as part of Council’s annual
budget process.
Risks & Opportunities
A failure to achieve the outcomes set out in the Operational Plan would be problematic. In some
cases, projects may take longer than anticipated to achieve the best outcome.
