RECOMMENDATION
That Council note the report by the Property Advisor to the Services & Organisation Committee
Meeting dated 7 February 2017 and adopt the updated Commercial High Use Permit fees effective
1 July 2017, as detailed in the report.
REPORT
Council allows limited commercial use of public land under its control in accordance with its
Commercial Use of Community Land Policy (Attachment 1). The Noosa Shire remains an
enviable place to operate commercial businesses on community land. Overheads are generally
lower than commercial premises and open space areas provide opportunities for lifestyle
businesses with broad appeal to patrons, though trade can be subject to the vagaries of the
weather.
Approved Commercial High Use Permits are concentrated on Noosa Main Beach and adjacent
land due to the area’s high visitation numbers. There are currently 8 activities undertaken by 12
permit holders. Two permit holders have special terms, being Hey Bill’s mobile refreshment iconic
lifetime permit and a 10 year ice cream van permit at First Point.
The standard Permits are due to expire 30 June 2017, which is the end of the three year term that
commenced 1 July 2014. The Permits are administered under the Commercial Use of Community
Land Policy adopted at Council’s Ordinary Meeting on 1 May 2014.
Permit Application Process
In 2014, a simplified Expression of Interest (EOI) permit application process was undertaken in
accordance with the Commercial Use of Community Land Policy (the Policy). It is proposed that
the current EOI permit application process is utilised again in 2017.
EOI Timing
The EOI process is proposed to be undertaken in March / April 2017 and the results reported to
Council in May 2017 to allow sufficient time to issue permits to successful applicants for the permit
period commencing 1 July 2017.
