SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 FEBRUARY 2017

Application Assessment Criteria
EOI applications are proposed to be assessed against the following criteria (in accordance with
the 2014 permit application process):
 Track record – 50%
 Current capital investment (if applicable) and future investment plan - 30%
 Contribution to local community, local economy and industry affiliations – 20%

Permit Terms
Commercial High Use Permits are offered for three year terms, with the exception of Hey Bill’s
iconic lifetime permit for mobile refreshments on Noosa Main Beach and the ice cream van at First
Point, which has a 10 year permit expiring September 2020. Council previously supported these
exceptions in acknowledgement of their long term operation at these locations.

Fees
Total fees payable to Council from the permit holders are approximately $35,000 per annum. There
is also a corresponding cost to Council to administer these permits. This includes managing the
application process and assessment of applications, processing of fees, complaints and enquiry
management and the cost to undertake Council’s compliance program including enforcing
compliance as required. It is estimated the current annual cost of permit administration is
approximately $45,000 per annum, resulting in a net general rate subsidy of approximately $10,000
per annum.
It is proposed that a targeted fee increase apply, given the total fees payable to Council are
currently at an insufficient level to cover the cost of administering the permit process. To cease
ratepayer subsidy of the administration of the permits it is proposed that:
 Fees increase for high volume, high patronage businesses that have more capacity to
   contribute;
 The proposed fee structure continues to be tiered to suit the activity; and
 That the minimum fee be set at $1,500 per annum.

The table below outlines the existing and proposed per annum fee structure for the existing
activities. In successive years, fees are proposed to continue to align with the cost of annual permit
administration commensurate with the cost to administer each activity.
