10.9.4 Recommended delivery model
With the current mix of two major anchor tenants and a major hirer in Hillsong, it is recommended that
Council retain management of The J as a multi-purpose venue until such time as either USC or
Hillsong leaves the venue. At this point, a detailed management model review should be undertaken
by a consultant with suitable expertise. Further feasibility regarding theatre changes could also be
undertaken, including business case and cost-benefit analysis.

In the meantime a 3-5 year Business Plan is recommended to enhance The J’s performance under
the current delivery model.
