6. Employee Resources
The J core staff group undertook a time and motion study prior to the commencement of the Service
Review. The time and motion study has helped to inform and confirm the core activities for The J.
A snapshot of the time and motion outcomes can be seen at Attachment A and the team structure can
be seen at Attachment B.

7. Service levels
Core available hours Monday – Thursday 9am-9pm
(84 hours per week) Friday – Saturday 9am-11pm
Sunday 9am-5pm
Main Reception Monday – Friday 9am-5pm
Box Office hours Monday – Friday 9am–4.30pm
Events – one hour prior
The history of booking requests and hire at the centre indicate that 84 hours per week is appropriate
for a multi-purpose community venue. The J’s operational hours cater for venue hire, events,
ticketing, general operations and community enquiries.
The J is able to operate outside these hours as long as Liquor Licensing restrictions are met.
8. Asset Management
There is a regular cycle of maintenance undertaken at The J (e.g. quarterly roof maintenance,
Firevac, vegetation inspection and management, floor maintenance, etc.) however, there is no annual
maintenance plan or schedule in place. There is currently no requirement for significant renewal
works in the short term. Given that the venue is more than 9 years old it is recommended that a
condition assessment and asset management plan be developed in 2015/16.
RISK – Unforeseen or non-budgeted maintenance in the absence of a planned
maintenance and renewal program.
