PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 14 OCTOBER 2014
Access to Landfill Site – The Noosa Council landfill site at Eumundi Road provides the nearest
landfill service for residents of the EDV area wishing to dispose of material.
Access to Medical services – The nearest hospital to the EDV area is the Noosa District Hospital
in Goodchap Street, Noosaville. However, major medical issues are transferred to the Nambour
Hospital. While there are some local medical services in Eumundi, the nearest medical services
for many residents in the EDV area are located in Cooroy, Noosaville and Noosa Junction.
Community Groups – It is not possible to source definitive data from different community groups.
However, anecdotally, many Noosa sporting and community groups have members from the
EDV area. If the boundary issue is ultimately referred to the Change Commission, surveys could
be undertaken of local sporting and community groups to ascertain the level of membership from
residents in the EDV area.
Educational Facilities – The high school at Cooroy provides the nearest State high school for
residents in the Eumundi, Eumundi Range and Doonan areas. However, there are also a range
of private schools in the Noosa area which attract a significant number of attendees from the
EDV area. These include Good Shepard Lutheran College, St Teresa’s Catholic College, St
Thomas Moore Catholic Primary School and Noosa Christian College. However, it also must be
noted that private schools in the SCRC area attract residents from Noosa and EDV e.g. St
Andrews Anglican College.
Tourism – Tourism Noosa has over 30 members who are located in the EDV area. This includes
the Eumundi Markets which has over 320 members in its own right. The Tourism Board has
board members from the EDV area including the current Deputy Chairperson. During the SCRC
period of governance, Tourism Noosa was requested to be the Northern Tourism Desk for the
Sunshine Coast with the EDV area being part of their Service Area. The Eumundi Markets and
the township of Eumundi form an integral part of the Noosa experience with the Noosa Visitor
Information Centres assisting with tourists visiting the area who wish to go to the markets.
Catchment Management issues – For some parts of the EDV area, there is a direct link to Noosa
catchments. This is particularly the case for Weyba Downs, Doonan and Eumundi Range.
These areas form a significant part of the catchment for the Noosa region. In some cases, this is
particularly important (for example Weyba Downs is a key catchment for Lake Weyba and much
of Eumundi Range is in the Lake McDonald catchment area.)
Previous Council Consideration
This matter has not been previously considered by the current Noosa Council. The former
Noosa Council considered this issue as part of its submission to the 2007 Local Government
Boundary Commission and included the EDV area in its submission to the Commission as part of
a proposed expanded Noosa Council area.
Finance & Risk
It is not possible to undertake a formal financial assessment without access to EDV site specific
data from Sunshine Coast Regional Council. That is unlikely to be forthcoming.
Based on the experience of the CEO when assessing other local government boundary changes
over the last 15 years, rural/residential areas such as the EDV area are generally slightly “rates
negative” i.e. the cost of servicing an area is more than the rates received from that area.
Although the submission from the EDV Group identifies that the area is likely to be slightly “rates
positive”, my experience is that once depreciation and other costs are taken into account, a rural
residential area such as this would not be rates positive.
