PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 14 OCTOBER 2014
Ey PROPOSAL FOR A BOUNDARY CHANGE
occasions (in 2006 and again this year) the level of local support exceeded 80%
of residents. We will further test this following our current round of
consultations and advise Council of the outcome.
Of particular concern to many residents is future planning pressure. Under the
existing boundaries, the EDV is a prime location for developers to be able to
build large-scale developments that can capture the Noosa brand without the
associated controls that Noosa Council would require. A realignment of the
boundary to the south would overcome this potential problem.
Financial impacts of the proposal would be positive for Noosa. Current rate and
service revenue from the EDV area is approximately $4.48 million per annum.
Sunshine Coast Council has assessed its average, fully allocated, service and
infrastructure costs for the area at around $4.0 million. Noosa Council overheads
are likely to be less than Sunshine Coast so Noosa Council fully allocated cost is
likely to be less than the additional revenue.
Noosa Council presently incurs significant cost in the use of its infrastructure and
facilities by the EDV community. At present these costs are covered by a cross
subsidy from other Noosa ratepayers. A boundary realignment would ensure that
Noosa Council would have the benefit of EDV rates revenue to cover the cross
subsidises currently incurred in Noosa.
Noosa would also obtain better control on planning decisions close to the Shire
border in an area that is effectively Noosa’s “front door”. The level of density of
development that occurred with Peregian Springs is an example that is likely to
occur if EDV remains in the SC area in the longer term.
This Submission seeks the following action from Noosa Council:
"a commitment to the principle that community wishes are a key
component of government decision making and that if a majority of
residents in any or all of the suburbs in the EDV area want to belong to
Noosa Shire, then the Council would be supportive for a Change
Commissioner to investigate a boundary change;
* Confirmation that should the Boundary Commissioner support the
proposed boundary realignment, Noosa Council would welcome the
inclusion of the EDV area into the Noosa Shire; and
« A public statement of the Council’s position to be sent to the media and to
the Minister
