PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 14 OCTOBER 2014
Ly PROPOSAL FOR A BOUNDARY CHANGE
COMMUNITY OF INTEREST
Under regulation there are a number of key elements that constitute a
community of interest:
«= Reflect local communities such as the geographical pattern of human
activity and linkages between local communities
" Have a centre/s of administration and service easily accessible to its
population
" Ensure effective elected representation for residents and ratepayers
= Have external boundaries that do not divide local neighbourhoods, follow
water catchment principles and do no dissect properties
Geography and Linkages
In 2006, residents in the EDV area were heavily using the facilities of the Noosa
Shire as illustrated by survey data, a McNair Anderson study of use of Noosa
Council facilities such as libraries, sporting faculties, shopping centres and clubs
and a study of commuting along the Eumundi Noosa road. They also relied
heavily on the local Noosa newspapers for information, as no free papers from
further south were ever distributed in the EDV area.
In 2014, nothing has changed. The commissioned 2014 Survey® which
canvassed a sample of 10% of households across the EDV area showed the
following:
= 81% of residents shopped in Noosa for their groceries and food often or
very often (once a fortnight or one or more times a week) compared with
49% of residents often or very often shopping in Eumundi or Doonan;
43% in Cooroy, and 18% in areas further South such as Peregian Springs,
Nambour and with only 8% in Maroochydore;
* When shopping for clothing, electrical goods and household items, the
Noosa areas stands out above all other shopping areas (46% of
respondents shopping in Noosa often or very often) followed next by 14%
who shopped on line and 7% who went to Nambour or Maroochydore;
» EDV respondents also indicated that their regular doctor in mainly located
in Noosa area (57%) followed by 16% in Cooroy 13% in Eumundi. Only
5% went to Nambour or Yandina;
*" Of the EDV residents who said that they or their children were attending
an educational institution (there were 28 different educational institutions
accessed across a wide geographical spread), 28% go to one or other of
the local state schools in the EDV area, 31% go to an institution in the
Sunshine Coast and 41% go to an institution in Noosa
