PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 14 OCTOBER 2014

        Ly PROPOSAL FOR A BOUNDARY CHANGE

            Demographic analysis undertaken by Ted Fitzgerald based on the 2011 census
            data provided collaborative evidence from hard data to support these findings?®
            He showed that there are far more similarities with the EDV population
            characteristics and Noosa Shire population than with the SC population such as:
               " More residents in the EDV area live closer to Noosa based services than to
                  SC based services;
               " EDV residents are older than Sunshine Coast but slightly younger than
                  Noosa;
               "More work from home (EDV 13.3%, Noosa 10.7%, Sunshine Coast 7.2%;
               » EDV and Noosa have similar patterns of part time employment, more so
                  than the Sunshine Coast;
               » Both EDV and Noosa have relatively lower density communities than the
                  Sunshine Coast (97.5%, 96.2% and 76.5% respectively);

            Ted undertook a population gravity modelling of census data which revealed
            that:
               * Doonan’s strongest link is with Noosa, Noosaville, Tewantin followed by
                  Coolum and Peregian Springs;
               » Eumundi linkages are almost equally divided between Greater Noosa and
                  Nambour; and
               " Verrierdale and Weyba Downs have Greater Noosa as the strongest link
                  followed by Coolum and Peregian Springs.

            Other data based evidence includes:
               « Eumundi State School data on the destination of 2012 and 2013
                  graduates shows that more students entered a high school in Noosa Shire
                  than in the Sunshine Coast area (2012 of the 70% of known destinations—
                  60% to Noosa Shire, 5% to SC; 2013 - over 90% to Noosa Shire )
               "Parish records for a number of denominations showing that the EDV area
                  is included in Noosa, not in the Sunshine Coast (e.g. Noosa District
                  Catholic Parish);
               «Licences offered for radio stations to operate are based on serving the
                  interests of the community within its region - Noosa Community Radio’s
                  licence includes the EDV area as part of its community; and
               «Practical examples of collaboration between Eumundi organisations and
                  organisations in the Noosa Shire (e.g. The Eumundi Chamber of
                  Commerce is affiliated with the Noosa Chamber of Industry and
                  Commerce; the Cooroy Rotary Club has established a Eumundi Chapter;
                  the Cooroora Uniting Football Club and the Cooroy Eumundi Cricket Club
                  have a shared catchment of Cooroy and district and Eumundi and district;
                  The Eumundi District and Community Organisation includes Cooroy in
