Re. BP Noosaville Information Request Response Letter
This letter provides a summary of responses to the items of the information request
received from Noosa Council and dated 28th of July 2020 for the proposed development at
52-54 Mary Street, Noosaville.

Item 1
Issue: Further details are required of the proposed driveway crossovers, particularly their
longitudinal cross-sections and their joining and integration with the proposed new 2.0m
wide pathway.
Information Required:
Provide the following information:
            a. Detailed engineering plans for the proposed three crossovers including:
                          i. All relevant dimensions.
ii. The joining of the new pathway with the driveway crossover,
demonstrating smooth and compliant grades for pathway, and
maintaining effective width of the pathway at 2.0m; and any
required pedestrian tactile and/or safety signs.
iii. Clearances between the edges of crossovers and existing public
services, particularly from the kerb lentil of the existing stormwater
pit near Mary Street entry driveway.
            b. Longitudinal cross-sections for the three proposed driveways, prepared by
suitably qualified engineer, to demonstrate that a standard passenger car
(B99) and AV fuel tanker can enter and exit the development site without
scraping the driveway or the road surface, or bottoming down.
      - ACOR Response:
ACOR can confirm the drawings have been updated to contain further information in
relation to the three crossovers and the tie in with the footpath. The clearances have
been dimensioned on the plans to show the relevant clearances have been achieved.
Long-sections for each of the driveways have been provided on drawings C3.03, the
grades are generally in accordance with the Noosa Council Standard Drawings. The
Weyba Road Crossover varies slightly from the Noosa Standard driveway profile as
the verge width has been significantly reduced in this area.
ACOR have undertaken a vehicle track investigation on the worst driveway and
confirm that the standard vehicles mentioned above will not bottom out, attached in
civil drawings set.

Item 2
Issue: Required frontage works due to the development works.
Information Required:
Provide or amend engineering plans to include the following details:
            a. Relocating the existing large directional sign in accordance with the
specifications of DTMR that achieve acceptable clearance from existing
               and proposed driveways.
            b. Removal of the redundant existing driveways and reinstalment of the road
verge, pathway and kerb line to match existing and/or proposed new works.
            c. Line marking and parking signage, where required, to reinstate the two
               removed on- street parking spaces.
    - ACOR Response:
ACOR can confirm the existing large directional sign is to be relocated to an alternate
location with adequate clearances from the proposed crossover and other existing
services. The existing driveways will be removed, and the verges will be reinstated as
per Noosa Council Standards. ACOR have not included line marking on the 2
replacement car parks as there is currently no carpark line marking within the street.
However, the site works plan has had dimensions included to demonstrate that there
is sufficient space to for 2 car parks to replace the carparks that were removed. In
review the existing line marking for parking along Mary street it must be noted that
no line marking has been provided, ACOR are matching the existing.

Item 3
Issue: Driveways’ clearances from existing and proposed public services.
Information Required:
Confirm that edge of driveways complies with the normally required clearance of 1.0m from
existing and proposed public services (eg stormwater pit’s inlet lentil, power poles, Telstra
pits, water metres). Where the clearance is less than 1.0m, consultation and written
endorsement is required from the relevant authority.
      - ACOR Response:
ACOR can confirm the crossovers have been offset from existing services to ensure
the 1.0m offset has been achieved, Dimensions have been added to the plans to
demonstrate the requirements have been achieved.

Issue: Traffic management on the site during fuel delivery operation.
Information Required:
Provide a site specific traffic management plan for the site during the fuel delivery operation
that include/address but not limited to the following:
             a. Indicate on the plan the location of the fuel tanker (AV), fuel supplying
points and any required traffic control devices during the fuel delivery
                 operation.
             b. Identify the number of bowsers to be out of use during the fuel delivery.
             c. Demonstrate that no obstruction to the entry into, and traffic circulation
within, the site during fuel delivery, particularly in relation to ensuring no
impact on traffic flows on the local roads (eg Mary Street).
      - ACOR Response:
Intotem have provided the refuel plan for the site, drawing 2019064-CD-F150 outlines
the location where the truck is to be located during refuelling, the 8m exclusion zone,
the 3m hose radius and the plan swept path of the tanker as it enters and exits the
site. The client has advised that deliveries are received twice weekly during non-peak
period, each refuel lasts approximately 45minutes. During the refill operation the 2
sets of western bowsers will be out of use. It is anticipated that the driver will install
traffic cones to indicate the closure of the Mary Street entrance, people looking to
enter and exit the service station will be required to gain access off Weyba Road.

Item 5
Issue: Details are required regarding earthworks on site particularly the works associated
with removal of the old fuel tanks, the installation of the new fuel tanks and the construction
of any proposed underground tanks or structures, especially for underground works during
high water table and adverse conditions.
Information Required:
Provide information in relation to the proposed earthworks on the site that include/address
but not limited to the following:
              a. Provide action plan prepared by a suitably qualified and registered engineer
to address all issues related to groundwater and Acid Sulfate Soil
management for the underground excavation and construction works,
particularly during adverse conditions (eg encountering acid sulfate soil,
                  flooding, high water table).
              b. Details for the dewatering measures during the excavation and back filling
works associated with works below ground level, including identifying any
requirement for any silt settlement tank and/or silt separator during the
construction, and taking into consideration the potential of adverse weather
                  conditions and high water table.
      - ACOR Response:
ACOR can confirm that Soil Surveys have compiled and Acid Sulfate Soils
Management to be followed onsite. ACOR can also advise that Soil Surveys have
been engaged to supervise the level 1 earthworks and will be able to assist with
items that may arise during the earthworks.
In relation to the dewatering during earthworks works operations, there are only 2
excavations on site that may require dewatering these include the excavations for the
EnviroTank and the Ocean Protect Filter Chamber. The Methodology for these
excavations will be confirmed by the contractor when they take possession of the
site. With the Principle contractor CMP to be available prior to commencement of

Item 8
Issue: Stormwater quality treatment and bioretention design - The site is very level-
constrained due to low surface levels and high (tidal) tailwater levels. These constraints are
incompatible with the adopted pit-and-pipe approach to conveying runoff to the bioretention
basins. The OPW drawings show the issues being exacerbated by lower outlet levels and
greater level differences between pavement and bio surface levels than presented at the
MCU.
Information Required:
Provide a revised design for the stormwater quality treatment system at the site which
addresses the following issues which are inconsistent with the Bioretention Technical
Design Guidelines (Water by Design, 2012):
           a. Revise the design levels of the bioretention devices such that the
controlling level for the saturated zone sits within the transition layer and
not at the base of the filter media
           b. Revise the design levels of the bioretention devices such that the base of
the filter media is above HAT. In the absence of tidal data for Weyba Creek,
levels should be based on the secondary port at Munna Pt.
           c. Revise the design levels of the bioretention devices such that level
differences between the bioretention surface and adjacent pavement is
               <500mm.
           d. Revise the flush grates specified for the bioretention devices for raised
               grates or domed grates.
           e. Consider an alternative concept which drains pavement areas at-grade to
swales/bioretention and discharges roofwater to bioretention through
surcharge pits. Consider whether the discharge from the refuelling area
treatment device needs to be discharged to the bioretention device (also
refer to the issue item below).
      - ACOR Response:
ACOR have undertaken a full redesign of the stormwater quality treatment train for
this site. Due to site constraints with the water table the bio basins have been
replaced with Ocean Protect’s StormFilter System which will consist of 7 standard
Psorb cartridges installed inside a DN2250 Manhole. Further the filter system Ocean
Guards with 200 micron mesh bags will be installed in each of the field inlets around
the site. The design package from ocean protect has been provided for council’s
information.

Item 9
Issue: There are concerns regarding any proposed connection of treatment devices/sumps
from the refuelling area into the stormwater disposal system.
Information Required:
Provide details and confirmation regarding the disposal system of hydrocarbons
contaminated water from the site that include:
           a. A pump out tank (blind tank) as the preferred method given the sensitivity of
the site to flooding and tidal water impacts and its proximity to an
              environmental preservation area.
           b. Provide advice on how the treatment device/s for hydrocarbons
contaminated water specified for the site will function during a flood event
and/or a high tidal event ie what prevents captured hydrocarbons from
being released during adverse weather and/or tidal conditions.
      - ACOR Response:
The client has opted to use an EnviroTank product for capture and disposal of
hydrocarbons onsite. The information package has been provided to council for
review. The design and certifications package for the tank has also been included in
this submission. In relation to council’s concerns surrounding the flood impacts on
the device ACOR are proposing to install a chamber with a bolt down lid and one way
valve on the inlet pipe to aid in keeping the stored hydrocarbons inside the system.
This system has been approved by Noosa Council’s Environmental team please see
email attached in RFI Package.

Item 10
