GENERAL COMMITTEE MEETING REPORT 17 MARCH 2025
Gympie Terrace and Thomas Street combined will contain approximately 70 lineal metres of ‘active
frontages’ which is in accordance with the local plan code and will integrate with the existing shops
and other dining areas to the west and south of Thomas Street.
A portion of the proposed building at the south-west corner of the site will be setback closer to
Thomas Street at 3.5 metres. The reduced setback for this portion of the building frontage is
appropriate, as it transitions the setbacks of the existing development within Thomas Street which
contains no setback to the site frontage.
It is agreed that the proposed development mix of uses, extent of ground level active frontages,
and integration with existing surrounding development presents a building form in accordance with
the overall outcomes intended under the Noosaville local plan code.
Tourist accommodation zone code
The planning scheme outcomes seek to retain the zone for tourist related developments which
include Short-term accommodation and Food and drink outlets, the proposed development aligns
with this objective.
Proportion of Non-residential uses
In accordance with AO5 non-residential activity is to be no more than 20% of the total site GFA.
The total GFA for the site is 2,995m² and therefore 599m² (20%) of the GFA is stated as a maximum
non-residential use. The Food and drink outlets are 699m² GFA or 23% of the site GFA and
requires assessment against PO5 of the zone code.
PO5 Development is predominantly of a residential nature to
accommodate visitors with ancillary uses limited to Gympie Terrace, Thomas Street and Weyba
Road.
Assessment
The site’s non-residential component complies with the Noosaville Local Plan code being located
on Thomas Street and Gympie Terrace and involves 4 tenancies.
Noting the size and scale of the site the proposed development does not compromise the
opportunity to provide meaningful residential density as evidenced by the development of 16 short-
term accommodation dwelling units. The units provide a flexible range of accommodation units
from 1 – 4 bedrooms.
Furthermore, all the Food and Drink outlets comprise ‘kitchen’ areas which are included within the
definition of GFA. The publicly accessible areas of the Food and Drink outlets GFA comprise the
areas of internal dining which is 446m² or 15% of total site GFA.
The building will present predominately as a Short-term accommodation development with two
levels above ground floor covering the ground floor Food and Drink outlets.
The development is considered to comply with PO5.
Building Height
AO9.1 Buildings and other structures have a building height of no more than:
b) Noosaville and Sunshine Beach – building height of no more than 12 metres;
The proposed development exceeds 12 metres building height above ground level and therefore
falls to PO9 for assessment.
PO9 Buildings and other structures:
a) are low rise and present a building height consistent with structures on adjoining and
surrounding premises;
