Assessment
Ground levels around the site vary from approximately RL1.5 along Albert Street increasing to RL
1.7 fronting Gympie Terrace and Thomas Street. The entire site is subject to flooding from the
Noosa River and therefore new development is required to achieve a minimum flood immunity floor
level of 2.7 AHD, approximately 0.7 to 1.2 metres above ground level (see Figure 12).
Council’s information request raised concerns that the total overall height of the building when
accommodating flood floor levels and measured from ground level exceeded 12.0 metres and
requested the height be reduced.
The Applicant submits the proposed development is an appropriate height in metres for the
following reasons:
The proposal has been amended to present as 3 storeys and a rooftop terrace with a roof over the
stairwell only. The proposed rooftop terraces are substantially smaller than the previous design
and accessible from the large 4-bedroom penthouse units 2-02 & 2-03 only.
No other access is provided to these terraces and are directed towards the river. No noise nuisance
is expected from these private terraces and an acoustic assessment is not required because they
are not available for communal use.
A lightweight open timber pergola is proposed on the roof terrace, which does not constitute a roof
or level. The plans also demonstrate the finished ground levels around the edges of the building
and measured from the finished.
