GENERAL COMMITTEE MEETING REPORT 17 MARCH 2025

               3. Consistency with Adjacent Developments: All neighbouring developments have kerbside waste
collection. Aligning with this practice ensures consistency and operational efficiency. Additionally,
an adjacent loading zone can be utilized during collection to prevent traffic congestion or
               disruptions.
               4. Existing Easement dedications: To service the development internally, the vehicles would have
to cross multiple easements which were created to provide access to the commercial tenancies to
the south for the proposed development. These include cafes and restaurants, many of which
operate from early hours. It is preferred not to have trafficability issues and potential congestion
due to truck movements adjacent these properties.
               5. This servicing strategy reduces the number of waste and recycling bins collected along Thomas
Street compared to the current scenario. By integrating with the revised civil design, it enhances
service efficiency, minimizes street clutter, and improves overall safety.
               Assessment
The Applicant has been advised on several occasions that on street refuse collection would not be
supported as part of this ‘whole of site’ redevelopment and to confirm the way in which refuse was
intended to be managed. A waste management strategy was submitted by the applicant on 13
February 2025 which retains the current on street method.
On going discussions and a meeting on 19 February 2025 with Council’s Waste department have
               concluded that there are concerns with on street collection for the following reasons;
                   • A clear strategy for the source separation of waste streams, including cardboard, organic
waste, glass and any proposed source separation options had not been provided.
                   • A revised waste servicing approach that minimised pedestrian and vehicular conflicts
should be developed. The drive thru and turn out of the site onto Thomas Street is
achievable and is a preferrable onsite strategy versus on street collection.
                   • Kerbside waste servicing in a high-pedestrian flow area presents a significant risk due to
side-lift arm operations. A rear-lift vehicle service, performed on-site, would minimise public
                        interaction and operational hazards.
                   • The proposed use of 240L–360L bins will result in a higher number of bins compared to an
1100L bulk bin system, also limiting recycling opportunities. Consideration should be given
to a bulk bin system for improved efficiency.
                   • The drive thru of waste vehicles from Albert Street and turn out to Thomas Street is
                        achievable.

Council’s Waste section and Infrastructure engineers have reviewed the proposal in detail and do
not believe there is any substantive reason why on-site collection could not be achieved.
Accordingly, the applicant’s proposition of retaining on street refuse collection is not supported.
Relevant conditions, requiring amended plans and waste management report are included within
the recommendation which require all waste to be collected on site in accordance with Noosa
Plan 2020 and contemporary waste management practices.

               Flood Hazard overlay
The entire site and surrounding area is contained within the Flood hazard overlay. The applicant
submits that even though the site is contained within the overlay only a minor portion of the site is
               subject to a Q100 flood event as indicated below;
The subject site is located adjacent to the Noosa River. Noosa Shire Council Intramaps indicates
that the site is located above the current 1% AEP flood event, however Gympie Terrace and
Thomas Street are subject to minor inundation during this event. A copy of Council’s flood mapping
layer is shown below in Figure 4-1. No impacts to site access are envisioned as a result of this.
