GENERAL COMMITTEE MEETING REPORT 17 MARCH 2025

Council has previously advised that a minimum finished floor level of RL 2.7m AHD is required for
the site to provide flood immunity for future climate change and increased flooding associated with
storm tides and sea level rises. The site currently has an average elevation of around 1.7m AHD.
Therefore, the site will need to be filled by approximately 1m to achieve climate change
               requirements.
               Assessment
The site is subject to inundation from the Noosa River of RL 2.4 AHD. New development is required
to achieve a minimum finish floor level of RL 2.7 AHD. Plans and elevations of the proposed
               development reflect this floor level.
               Stormwater management
The applicant has submitted a Site based stormwater management plan which indicates the
installation of a 30m² bioretention system within the northeast corner of the site and a basin to the
north west corner to treat and discharge stormwater. Development Engineering have reviewed
the treatment design are in general agreement with the location of the above devices and proposed
               method of disposal.
               Noosa Plan 2020 – Amendment 2
A review of the proposed amendments indicates that the site is intended to be rezoned from Tourist
Accommodation to the District Centre and High Density Residential zones.
Under the District centre zone level of assessment table, Short term accommodation uses are
Impact and inconsistent development with preference to smaller longer term residential uses such
as Dual Occupancy and Multiple dwellings. Further, the draft District Centre zone code removes
performance or acceptable outcomes for site coverage. Other design parameters in relation to
building height, number storeys and setbacks etc remain the same.
While the application involves Short Term accommodation uses it is acknowledged the application
was prepared prior to the public display of the planning scheme amendments however was formally
lodged on 7 June 2024 shortly after the scheme amendments were publicly displayed. The
proposed development involves accommodation facilities (1-to-4-bedroom units) which are self-
contained and provide onsite car parking provision in accordance the rates currently required for
               short term accommodation.
Draft Noosaville Foreshore Infrastructure Master plan
The Noosaville foreshore is located directly to the north of the site. The draft masterplan shows
the ‘Quota Park’ and ‘Boat ramp and Ely park’ precincts near to the site.
The Quota Park precinct supports public recreational use of established green open spaces and
support limited levels of low impact land use activities. Planning strategies include the
improvement of connection between business areas and the foreshores and to prioritise safe and
               accessible pedestrian and cycle connections.
The concept plan shows the existing intersection at Thomas Street and Gympie Terrace to be
improved with pedestrian pathways from the intersection heading north to the foreshore
               recreational areas.
The proposed development incorporates easy pedestrian connections to the pedestrian pathways
shown in the NPM by including a number of pedestrian connections from the ground-level active
frontages to Thomas Street and Gympie Terrace.
