RFI - Att 3 - Engineers Response Letter
ingeniir 221304-RFI-01 26 August 2022 Building & Plumbing Services Noosa Shire Council PO Box 141 Tewantin QLD 4565 [email protected] RESPONSE TO INFORMATION REQUEST APPLICATION NUMBER –MCU22/0104 & OPW22/0161 Proposed Duplex at 23 Coral Tree Avenue Noosa Heads 4567 Lot 17 on RP90014 Please find below and accompanying to this letter documentation comprising a response to the engineering issues contained within Information Request dated 12/07/2022 INFORMATION REQUESTED Issue – Sustainable Building Design The application does not include detail in regard to Acceptable outcome AO2.1 of the Sustainable Building Design Code - a minimum 3,000 litres of rain water storage is provided per dwelling and reused for non-potable purposes and incorporated into a stormwater management plan for the development. Information Request 9. Provide an amended stormwater management plan that demonstrates compliance with the above Acceptable outcome. The amended stormwater management plan must be certified by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland). In response to Item 9, please refer to the Amended Stormwater Management Plan which includes rainwater tanks, as requested. Specifically, each residence comprises an underground separate 3kL tank. Issue – Sight distance Given the proximity to the corner of Coral Tree Avenue, Council have concerns regarding the potential impacts the proposed driveway crossover will have on the safety of the existing road conditions for all users. Information Required 18. Provide additional detail demonstrating that the proposed location of the driveway is Ingeniir Pty Ltd | 221304-RFI-01 ABN: 99 642 485 363 | PO Box 988 Maroochydore QLD 4558 | [email protected] | 0404157187 Page 1 | 4

safe by providing a safe sight distance analysis on the intersection. The analysis must be
prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of
Queensland).
In response to Item 18, sight distances are shown on the Amended Engineering Plans in accordance
with the IPWEAQ Publication Queensland Street, with consideration to operating speeds with
adjacent corner radii.
Issue – Vehicle Manoeuvring
The submitted plans do not include sufficient detail on the access driveway, the
manoeuvring area and access into each proposed garage.
Information Required
19. Provide additional detail on the access driveway and the manoeuvring area. The detail
must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer
of Queensland) and include, but not be limited to:
a. a design generally in accordance with RS-049, RS-050 and any associated addendum;
b. a longitudinal section extending from the centreline of the formation in Coral Tree
Avenue to driveway adjacent to the garages; and
c. demonstrate that a B99 vehicle will not bottom out of scrape while entering/exiting the
driveway.
20. Provide a Turning Path Plan that demonstrates how the driveway and manoeuvring area
will function. The plan must be prepared by a suitably qualified person (RPEQ – Registered
Professional Engineer of Queensland) and include, but not be limited to:Page 5 of 6
a. demonstrate how a B99 vehicle, beginning and ending at the proposed ‘refuse area’, can
enter and exit each garage while the proposed visitor carpark is occupied; and
b. demonstrate how a B99 vehicle can enter and exit the visitor carpark while both garages
are occupied.
21. Provide comment from a suitably qualified person discussing what necessary safety
controls are to be implemented to ensure the sight lines from the road frontage to the
manoeuvring area remain unobstructed and to remove the potential creation of traffic
hazards between vehicles entering and exiting the site simultaneously.
Refer to the Amended Engineering Plans in response to Items 19 and 20 which demonstrate vehicle
manoeurvring diagrams in the garage apron areas. It is noted that the apron width provided for the
development exceed the requirements of AS2890.1 figure 5.4.
In relation to Item 21, the access driveway is located along the northern boundary of the site. It is a
straight driveway with no curves, structures or landscaping to hinder visibility. As a result sight lines
are unobstructed to ensure no traffic hazards with respect to vehicles entering and exiting the site
simultaneously.

With reference to clause 3.2.2 of AS2890.1, there is no design requirement for this development to
consider passing vehicles as this becomes a design benchmark where 30 or more movements (in and
out) are expected within the peak hour, this development would not achieve 30 movements in a day
so is not considered an appreciable design benchmark or consideration for this development.
Issue – Underground infrastructure
The submitted documentation indicate that the proposed works is to be constructed in close
proximity (above and adjacent) to existing Unitywater infrastructure and no relocation point
to the existing water meter has been proposed. A statement from Unitywater approving the
locality of the proposed works to their existing infrastructure has not been provided.
Information Required
22. Provide an additional statement from a Unitywater representative authorising the
locality of these works and the relocation of the water meter.
In response to Item 22, the water meter can be upgraded to a trafficable lid by Unitywater private
works. Build over sewer compliance if required will be documented as part of the building approval,
the pergola structures previously shown in proximity to the sewer have been subsequently removed
from the design.
Issue – Lawful point of discharge
According to Council standards, the maximum discharge flow rate to a Lawful Point of
Discharge is 25l/s in a 1% AEP event. The submitted documentation indicates that the
maximum site discharge to each kerb adapter is 14l/s in a 5% AEP event. Council are
concerned that the discharge flows from each kerb adapter in a 1% AEP event may create a
worsening of existing drainage conditions and potential traffic hazards.
Information Required
23. Provide additional detail considering the discharge rate in a 1% AEP event and
demonstrating that this discharge rate will not create a worsening of conditions or potential
creation of traffic hazards along Coral Tree Avenue if a 1% AEP event occurred. This detail
must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer
of Queensland). Provide a copy of the confirmation of payment for the Portable Long
Service Levy (Q- Leave) for the project.
In response to item 23, the site discharge will be effectively non-worsening compared to the existing site
discharge rates. In accordance with IPWEAQ standard drawing RS-081 the site achieves 25L/s per discharge
point for a 5% AEP noting that RS-081 is for roof water kerb adapters and typical eaves gutters having a
design capacity for the 5% AEP event.
Site discharge rates are only expected to have a minor increase on the existing site discharge rates and
provide an improved drainage connection to the formal infrastructure being Coral Tree Avenue as the site
currently does not have any formalised discharge to the street.

The proposed development has a negligible increase in flows of only 2L/s in 1% AEP flows to the kerb so is
not considered capable producing a worsening of flows as there is minimal change to the existing catchment
characteristics.
